역사적 제도주의 관점에서의 한국 국제개발협력 분야 정부-시민사회 파트너십 변화분석

An Analysis of Government-Civil Society Partnership Change in Korean International Development Cooperation: Perspective of Historical Institutionalism

본 연구는 한국 국제개발협력 분야의 정부-시민사회 파트너십 제도의 변화과정을 분석해, 변화요인을 정리하고 시사점을 도출했다. 1995-2009년을 제도형성기, 2010-2017년을 제도확대기, 2018-2021년 현재까지를 제도성숙기로 구분했고, 역사적 제도주의 이론에 근거하여 외부환경요인과 아이디어, 제도, 행위자 등 내부요인을 중심으로 각 요인이 제도변화에 어떻게 영향을 미쳤는지를 분석했는데, 결과적으로 세 시기에 걸쳐 제도변화에 가장 큰 영향을 미친 요인은 ‘행위자’와 ‘행위자간 상호작용’으로, 시민사회와 정부의 노력 및 양자간의 적극적인 상호작용이 제도변화에 중요하게 작용했고, 외부행위자인 OECD DAC도 크게 기여했음이 밝혀졌다. ‘외부환경’도 제도변화에 중요하게 기여한 요인인데, 한국이 2010년 국제원조규범 체계인 OECD DAC에 가입하며 주류 공여국 일원으로서 준수해야 할 의무감이 확대됐고, 그에 따른 정책적 노력이 중요하게 작용했다. 인도주의 정신, 원조효과성 등 ‘아이디어’와 법과 정책 등 ‘제도’는 상대적으로 제도변화에 대해 큰 영향을 미치지 못했다. OECD DAC 가입 후 10여 년이 지난 현재, 제도변화의 주요인인 행위자 및 행위자간 상호작용이 향후 제도변화에 어떻게 기여할지에 대해 지속적으로 주목해야 한다.

This study examines the institutional change of the government-civil society partnership in international development cooperation of Korea with a approach of Historical Institutionalism. The study analyzes Korean government-civil society partnership from 1995 to 2021 with the perspective of external environment, idea, institution and actor. As a result of this study, government, civil society as actors and their interaction were important factors in institutional change. As an external environment OECD DAC system and humanitarian crisis significantly influenced on institutional change. Comparatively, as an idea, humanitarism and Aid Effectiveness Principle, and as an institution, law and policy had less influence on institutional change.
