역사적 접근을 통한 캐나다 이중언어정책

Bilingualism Policies in Canada through a Historical Approach

본 연구에서는 캐나다의 이중언어 정책을 관련된 역사적 배경을 통하여 이해하고, 그 내면에 있는 함의된 본질을 밝히는 것이 목적이다. 이를 위하여 캐나다의 이중언어정책 관련된 법을 역사 속에서 밝혀내고, 당시의 정치 및 사회적인 배경을 이해함으로써 이중언어정책의 본질을 밝혔다. 본 연구에 적용된 연구 방법 프레임은 질적연구방법 중 해석학적 접근을 적용하여 캐나다의 이중언어정책 관련 법령에 대한 역사적 고찰 (통시적 접근)과 현재 캐나다 10개주에서 이중언어정책 고찰 (공시적 접근)을 하고 법이나 정책의 내면에 포함된 함의를 밝혀 논의하였다. 연구결과 캐나다의 이중언어정책에는 상이한 비전을 가진 정책이고, 서비스 정책이고, 하향식이고, 프랑스어 확산정책이라는 점을 논의 하였다.

The purpose of this study is to understand Canadian bilingual policies and to clarify the implications within them through reviewing the historical, political, and social backgrounds related to them. To this end, Canada's bilingual policies are reviewed synchronically and diachronically, and discussed in terms of history, politics, and society. The research frame applied in this study is a hermeneutic approach among qualitative research methods. Data are examined in two dimensions such as a historical review of Canadian bilingual policy-related laws (vertical approach) and a contemporary review of bilingual policies in the current 10 Canadian provinces (horizontal approach). And the implications contained within the laws or policies are discussed. As a result of this study, Canada's bilingual policies imply different visions, service-oriented policies, top-down policies, and the policy for the spread in French.
