독일 프라운호퍼연구회의 성공요인과 한국에의 시사점

Success Factors of the Fraunhofer Gesellschaft in Germany and Their Implications for Korea

프라운호퍼연구회는 독일의 중소기업 기술경쟁력 및 산업경쟁력 향상에 지대한 영향을 미친 것으로 평가받고 있다. 이 연구회는 1949년 설립되어 초기의 많은 어려움을 극복하고 이제는 유럽 최고·최대의 응용연구조직으로 성장하였다. 본 논문에서는 이처럼 성공적인 프라운호퍼연구회의 성공요인을 체계적으로 분석하였다. 본 논문의 연구결과, 프라운호퍼연구회의 성공요인은 다음과 같다. 첫째, 프라운호퍼연구회는 소관 연구소에서 연구소장으로 20여 년 근무한 학문적으로나 리더십 측면에서 최고의 인사를 총재로 영입하여 10여 년에 걸치는 장기적 비전을 바탕으로 연구회와 소관 연구소를 이끌고 있다. 둘째, 연구회는 연구소장 및 정규직 연구원의 선발에 있어서 전 세계적으로 가장 우수한 인재를 초빙하고 있고, 연구소장은 정년 퇴임까지 종신으로 연구소를 책임경영해 오고 있다. 셋째, 프라운호퍼연구회는 1970년대 초반 정립된 ‘프라운호퍼 모델’이라는 특별한 재정모델을 바탕으로 연방정부와 주정부들로부터 전체예산의 30%를 제도적 지원으로 확보하여 산업계와 공공부문에서 성공적인 연구수탁을 해 오고 있다. 넷째, 연구회는 성공적인 기관운영 및 연구를 바탕으로 정부부문의 대단한 신뢰를 받고 있으며, 이들 정부부문은 연구회의 자율성을 충분히 보장해 주고 있다. 마지막으로, 연구회는 기업가적, 수월성 지향적, 협력적 문화를 가지고 최상의 연구성과를 창출해 오고 있다. 이같은 프라운호퍼연구회의 성공은 프라운호퍼 구성원들의 끝없는 노력의 결과이다. 이 점에서 독일의 연구회 체제를 벤치마킹한 우리나라도 연구회와 출연(연)의 운영에 있어서 이와 같은 프라운호퍼연구회의 성공요인을 면밀히 주시하고 창조적으로 적용하여야 할 것이다.

The Fraunhofer Gesellschaft has made a great contribution to enhancing SMEs’ technological capabilities and industrial competitiveness in Germany. Established in 1949, it overcame many difficulties in its early phase and has become the largest applied research organization in Europe. This paper aims at analyzing the success factors of the Fraunhofer Gesellschaft. The research results are as follows. First, it has invited president among the best experts who operated Fraunhofer institutes very successfully for almost more than 20 years. Second, the Fraunhofer has invited the best manpower as institute directors and permanent research fellows and the directors have permanent position so that they can lead their institutes as effectively as possible. Third, it has implemented the Fraunhofer Model, which the federal and regional governments provide about 30% of total budget as institutional funding, so that Fraunhofer institutes could have better position for attaining contract researches from industry and public sector. Fourth, the Fraunhofer has maintained a good relationship with federal and regional governments based on its successful R&D activities and these governments have secured the autonomy of the Gesellschaft and its institutes. Lastly, the Fraunhofer has produced successful R&D performance by maintaining entrepreneurial, excellence-oriented, and cooperative culture. The success of the Fraunhofer Gesellschaft has been created by the systematic and endless efforts of all members of the Gesellschaft and its institutes. Korea, which has benchmarked the German Gesellschaft system, should creatively adopt and implement the success factors of the German Fraunhofer system.
