EU’s Policies on SME Internationalisation and its Implications

본 논문은 경제적 세계화가 심화되는 가운데 EU의 중소기업 국제화 지원정책을 분석하고 이를 통한 시사점을 제시하는데 목표가 있다. EU를 포함하여 전 세계 대부분의 국가들의 경제에서 중소기업이 차지하는 비중은 막대하다. 또한 중소기업과 연계된 다양한 문제들이 점차 사회문제화 되면서 중소기업 정책은 정부의 운영에 있어서도 핵심적인 사안이 되고 있다. 일반적으로 중소기업들의 경쟁력 정도를 감안하면 경제적 세계화의 심화는 중소기업의 국제화가 쉽지 않음을 암시한다. 그럼에도 다양한 중소기업 관련 문제들을 해결하는데 중소기업 국제화는 필요한 것으로 인식되고 있으며, 중소기업 국제화 정책은 EU를 포함한 대다수의 국가에서 적극적으로 시행되고 있다. 1980년대 이래 EU의 중소기업 정책은 지속적으로 시행되고 있으며, 중소기업의 국제화도 EU 및 회원국들에게 중요한 정책 중 하나이다. EU의 중소기업 국제화 정책은 그 한계(예: 법적 구속력 결여 등)에도 불구하고 집단화 및 네트워크를 활용하여 다양한 정책을 시행하고 있다. 국제화를 포함한 EU의 중소기업 정책의 기본 원칙은 ‘Think Small First’이며, 이를 통해 EU는 보다 중소기업 친화적인 규정의 제정과 정책의 수립을 최우선적인 목표로 삼고 있다. 이러한 EU의 중소기업 정책의 원칙은 중소기업이 중심이 되는 중소기업 정책의 수립이 필요하다는 점을 인식시켜 주고 있다.

The purpose of this article is to analyse the EU’s policies on SME internationalisation under the situation of deepening economic globalisation and to suggest its implications. SMEs occupy a great deal of weight on majority of countries in the globe including the EU. In addition, SME policies have been placed as an essential policy agenda for governments, in that various problems related to SMEs becomes social issues. It is generally understood that, given the level of SME’s global competitiveness, deepening of economic globalisation implies the difficulty of SME internationalisation. Nevertheless, SME internationalisation has been recognised as a necessary step for solving SME-related problems, which leads many countries including the EU to actively implement policies on SME internationalisation. The EU has designed and conducted various SME policies since 1980s, and the policies on SME internationalisation have been one of important issues for the EU and member states. In spite of the EU’s limitation of polices on SME internationalisation such as the lack of legal binding, the EU has carried out various policies on SME internatonalisation through grouping and network. The principle of SME policies including SME internationalisation in the EU is ‘Think Small First’, and the EU‘s priority has been given to establishing SME-friendly environment in setting up rules and policies. This principle of the EU’s policies gives a lesson that it is necessary to set up SME policies centred on SMEs.
