러시아 혁신클러스터의 발전요인 분석

An Analysis of the Factors Affecting the Development of Innovation Clusters in Russia : Focusing on the Comparison between Skolkovo Innovation Center and Zelenograd

본 논문에서는 러시아판 실리콘밸리라고 불릴 정도로 성공적인 사례로 꼽히는 스콜코보 혁신단지의 발전요인을 Isenberg가 제시하는 6가지 요인을 중심으로 분석하였다. 특히 비슷한 성격을 가진 러시아 기술특별경제구역 중 하나인 젤레노그라드와의 비교를 통해 스콜코보 혁신단지의 특성을 입체적으로 파악하기 위해 노력하였다. 분석 결과 스콜코보 혁신단지는 젤레노그라드에 비해 늦게 설립되었음에도 불구하고 정부의 강력한 정책 의지와 정책 일관성, 활발한 정부 및 민간투자, 다양한 비재정적 지원, 우수한 인재 유입, 혁신친화적 문화 그리고국내외 시장 개척 등의 요인으로 인해 단기간에 젤레노그라드를 뛰어넘는 성과를 기록함으로써 러시아 대표 혁신클러스터로서 자리매김하였다.

In this study, the factors affecting the development of the Skolkovo Innovation Center, called the Russian version of Silicon Valley, were analyzed based on six factors suggested by Isenberg’s entrepreneurship ecosystem. In particular, efforts were made to understand the characteristics of the Skolkovo Innovation Center in comparison with Zelenograd, one of the special economic zones of Russia with similar characteristics. We found out that the Skolkovo Innovation Center has advantage in policy, finance, supports and human capital. As a result, Skolkovo Innovation Center is considered as a successful case, recording outstanding performance in the short term.
