영국과 프랑스의 빈곤계층 자활을 위한 근로연계복지제도 비교연구

Comparative Study on the Workfare System for the Self-Support of the Poor in the UK and France

본 연구는 영국과 프랑스의 최근 자활관련 근로연계복지제도를 소개하고 비교함으로써 우리나라 자활제도를 위한 시사점을 도출하는데 주안점을 두고 있다. 이를 위해 영국과 프랑스의 자활관련 제도 및 프로그램에 대한 내용과 그 차이점을 문헌연구 및 현지 방문을 통해 확인하였다. 그 결과;양국의 자활관련 제도의 가장 큰 차이점은;영국의 경우 정부가 민간 고용지원회사를 고용하여 시장원리에 입각한 자활을 지원하는 반면;프랑스는 시민단체 주도 하에 사회통합을 위한 자활시스템을 갖고 있다는 점이었다. 그런데 이 두 나라 제도가 이미 우리나라에서 부분적으로 운영되고 있었다. 따라서 영국과 프랑스의 제도로부터 도출된 다음과 같은 시사점을 우리나라 자활제도에 적용할 수 있겠다. 즉;취업 취약계층의 경우 민간 고용서비스 회사보다는 공공 고용기관에서 자활지원을 하도록 유도하여;취업가능성이 낮은 취업희망자에게 고용서비스를 줄이는 파킹현상을 피하도록 해야겠다. 그리고 자활대상자들의 취업능력에 따라 수용할 수 있도록 자활기업의 단계를 다양화하고;고용노동부와 보건복지부의자활기관이나 사회적 기업 그리고 자활기업 사이에 서로 연결고리를 강화하여 자활대상자들이 다양한 자활지원을 받기 용이하게 해야겠다는 것이다.

This study focuses on deriving implications for Korea's self-support system by introducing and comparing recent workfare systems for self-support in the UK and France. For this;the differences of self-supporting systems and programs in the UK and France were confirmed through literature studies and local visits. As a result;the biggest difference between the two countries' self-support system is that in the case of the UK;the government hires private employment companies to support market-based public service;while France has a self-support system for social integration under the leadership of civil organizations. As the two countries’ systems were already partially operating in Korea;the following suggestions are made. i) In the case of vulnerable groups;public agencies rather than private employment service companies should be encouraged to help their self-supporting;in order to prevent creaming and parking problems. ii) The stages of self-support enterprises should be diversified to accommodate large range of the self-supporting people’s employment ability. iii) By strengthening the links between self-supporting institutions of the Ministry of Employment and Labor and those of the Ministry of Health and Welfare;it is necessary to make it easier for self-supporting people to receive various and better public services from both ministries.
