반덤핑조치 종료가 무역에 미치는 영향 분석

Analysis of the impact of ending anti-dumping measures on trade: Focusing on anti-dumping measures in Korea

본 연구의 목적은 반덤핑조치의 종료가 무역에 어떠한 영향을 미쳤는지를 분석하고, 이를 통해 국내 산업에 부정적 효과를 발생시킬지를 검토함으로써 장기간 반덤핑조치 연장에 대한정책적 시사점을 제시하는 것이다. 이를 위해 대한민국의 반덤핑조치 사례 중 2차 재심 이상연장 부과 후 종료된 3건을 대상으로 수입물량과 수입가격 측면에서 반덤핑조치 종료 후 효과가 있는지에 대하여 실증 분석하였다. 반덤핑조치 종료는 조치대상국의 무역축소 효과, 조치대상이 아닌 국가로의 무역전환 효과, 관세율만큼 가격을 인하한 가격 전가 효과 등을 조치이전의 수준으로 회복할 것이라는 가설하에 분석을 진행하였다. 분석 결과, 장기간 고율의 반덤핑조치는 조치대상국으로부터 수입물량을 축소하는 대신 국내산이나 기타국산 물품으로 대체하였으며, 조치 종료 후에도 이와 같은 상황은 변하지 않았다. 또한, 조치 종료 후에도 수입가격이 종료된 관세율만큼 상승하지 않거나 오히려 하락하는 양태를 보임으로써 반덤핑조치 종료의 효과가 나타나지 않았다. 이와 같은 결과는 결국 장기간반덤핑조치의 연장이 수입물량 측면이나 수입가격 측면에서 그다지 효과가 크지 않았음을 설명한다. 따라서 반덤핑조치 종료 시 수입물량과 수입가격의 회복을 고려하여 장기간 반덤핑조치의 연장을 결정하는 경우에는 더욱 신중한 판단이 요구된다 하겠다.

The purpose of this study is to suggest the policy implications for the prolongation of long-term anti-dumping measures by analyzing whether the end of anti-dumping measures had an effect on trade and by examining whether this would have a negative effect on the domestic industry. To this end, This paper empirically analyzes the effectiveness of the end of anti-dumping measures in terms of import volume and import price in three cases of anti-dumping measures in Korea, which were terminated after the extension of the second sunset review. The end of anti-dumping measures was analyzed under the hypothesis that the effect of trade depression of the target country, the effect of trade diversion to the non-measured country, and the effect of price transfer by lowering the price by the duty rate would be restored to the level before the measure. As a result, long-term high anti-dumping measures reduced imports from countries subject to measure and replaced them with domestic or other countries goods. This situation did not change after the end of the measure. Also, even after the end of the measure, import prices did not rise by the terminated duty rate. Rather, it fell. These results suggest that the prolonged anti-dumping measure was not very effective in terms of import volume or import price. Therefore, more careful judgment is required when deciding to extend the anti-dumping measures over the long term, considering the recovery of import volume and import prices at the end of the anti-dumping measures.
