한국의 미니클러스터 모델을 통한 쿠바 산업단지 활성화 방안

Activation of Cuban Industrial Park through Korea's Mini-Cluster Model

본 연구는 한국의 미니클러스터 모델을 쿠바의 산업단지에 적용하여 쿠바 산업단지 활성화 방안을 마련하는 것을 목적으로 한다. 이를 위해 한국과 쿠바의 산업단지 및 클러스터에 관한 정책과 제도에 대한 분석과 쿠바의 정부 당국자와 산업단지 관리 임직원 그리고 대학교수 등 전문가와 주요 기업체 임원에 대한 심층면접조사를 실시하였다. 이를 토대로 본 논문은 쿠바의 산업단지 활성화 방안을 세 단계로 구분하여 제시하였다. 첫째, 산업단지에 산학연관 개방형 네트워크를 구축하는 방안이다. 혁신주체들 간 지식과 정보교류 및 협력과 경쟁이 창조와 혁신을 창출하여 지역경제성장 및 국가경제 발전에 기여케 하는 것이다. 둘째, 시장 환경 변화와 기업수요에 적합한 기업지원서비스 플랫폼을 제공하여, 기업경쟁력 제고와 지역경제 활성화에 기여케 하는 방안이다. 셋째, 외자유치를 통하여 지역에 지원되는 정부사업들의 체계적인 연계와 관리․조정․추진으로 새로운 가치사슬을 형성․발전시키는 방안이다. 이러한 방안을 토대로 쿠바의 산업단지활성화 전략을 논의하였다.

The purpose of this study is to apply the mini - cluster model of Korea to the industrial complex of Cuba and to establish a plan to activate the industrial complex in Cuba. In this paper, four ways to activate the industrial complex are explained. First, it is a way to build an open network of industrial research institutes in industrial complexes. Knowledge and information exchange among innovation actors, cooperation and competition create creativity and innovation and contribute to regional economic growth and national economic development. Second, it provides a platform for enterprise support services that is suitable for changes in the market environment and corporate demand, thereby contributing to the enhancement of corporate competitiveness and the revitalization of the regional economy. Finally, it is a plan to form and develop a new value chain through systematic linkage, management, coordination, and promotion of government projects supported by the region through foreign investment. Based on these plans, it was discussed how to establish a strategy to revitalize industrial complexes in Cuba.
