지방자치시대 지역사회복지발전을 위한 화합적 디자인 모색 연구

A Study on exploring the design of unity for the development of community welfare in Local autonomy

최근 저출산·고령화의 급속한 진행, 경제구조변화 및 경기침체로 인한 빈곤층 확대, 삶의 질에 대한 욕구증대 등으로 인한 복지수요가 확대되고 있는 추세다. 이러한 다원적인 복지수요가 증가하면서 중앙정부는 그 수요에 대처하기 어려운 지경이 되었고, 그 대안으로 지방자치를 선택하게 되었다. 제도가 정착화되면서 복지수요와 복지공급에 있어 중앙정부와 지방정부간의 역할분담에 문제가 발생하였고 급기야, 사회복지지방이양사업 선정의 합리성부여에 의문을 제기함과 동시에 지방재원의 문제점은 사회복지의 지역별 불균형의 문제점을 야기시켰다. 사회복지지방이양사업의 중앙과 지방정부의 탄력적 화합정책을 제시함과 동시에 분권교부세제도 도입후 사회복지지방이양사업을 중심으로 노정되었던 문제점을 해소하기 위하여 재원교부체계의 제도개선방안을 제시하였다. 따라서 본 연구의 목적은 중앙정부와 지방정부의 역할분담을 통해 지방분권과 지역사회복지의 화합적 디자인을 모색하고자 한다.

The recent trend is expanding due to rapid aging processing and Low fertility, economic structural changes due to the recession and increased poverty, the desire for increased quality of life and welfare demands. While increasing Pluralistic welfare demands, for the central government it is difficult to cope with this demand, as an alternative the involvement of the local government could be a solution. To supply social welfare demand, the system is going to phase a problem related to the different roles of the central and local government, finally, the issue of local resources and at the same time questioned the reasonableness of granting local social welfare projects to transfer of social welfare caused by the issue of regional disparities. Presented ways to improvement of the system and to grant funding scheme to relieve and present unity flexible policy of central and local government. The provincial social welfare of the transferred business caused a problem to the local social welfare after the introduction of the tax allocated to be decentralized. Therefore, the purpose of this study is to explore the design of Decentralization and the unity of the community welfare division roles of the central government and the local government.
