극동지역 ‘선도개발구역’ 조성의 의의와 한국과의 협력 가능성

Significance of forming ‘Advanced Development Zone’ of Far East region and possibility of cooperation with Korea

러시아는 경제발전을 위한 최우선 과제 중의 하나로 극동지역 개발을 강조하고 있다. 또한 다양한 사회-경제적 문제들을 해결할 수 있는 수단으로 동 지역 발전에 박차를 가하고 있다. 이에 푸틴 러시아 대통령은 새로운 경제특구인 '선도개발구역(Территория опережающего социально-экономического развития, ТОР)'을 조성해 투자자들에게 인프라, 세금 혜택 등 최대한 유리한 조건을 제공하며 국제 협력을 통한 극동지역 발전을 모색하고 있다. 선도개발구역은 극동지역의 유한한 자원을 대체해 지속적인 지역 발전 방향을 모색하기 위한 시도이다. 이를 위해 러시아는 화석연료 채굴업에 대한 해외 투자 보다는 석유가스화학 및 농림수산가공 산업과 교통 및 물류 인프라 협력을 위한 투자를 희망하고 있다. 러시아가 현재의 경제위기를 타개하고 지속 가능한 발전을 위해서는 국내 제조업 육성이 반드시 요구되며, 관련 진출 기업에 많은 혜택을 제공하려는 시도는 앞으로도 지속 될 것이다. 따라서 정부의 강력한 의지로 진행되고 있는 극동지역의 발전을 위한 다양한 프로젝트들에 대한 모니터링과 우리와의 협력 가능성에 대한 모색이 요구되는 시점이다.

Russia has been emphasizing the development of the Far East region of Russia a great deal as one of the top priorities of economic development. In addition, they have set the development of the region into high-gear, considering it as means of resolving various social-economic problems. Putin, the president of Russia, has created a new special economic zone called ‘Advanced Developed Zone’ in order to provide investors with the infra and tax advantage, pursuing the development of the Far East region with international cooperation. Advanced Development Zone is considered as an attempt to replace limited resources and seek continuous development of the region. Because of that, Russia seems to want the investment for the joint-effort of the physical distribution and transportation infrastructure, petrochemical and agriculture and forestry marine products manufacturing industries instead of foreign investment in mining of fossil fuel. In order to overcome current economic crisis and seek for sustainable development the growth of domestic manufacturing industry is very much required and the attempt to provide advantages to related entered company is likely to be continued. Therefore, it is necessary to seek for the possibility of the cooperation with the Republic of Korea and monitoring the various projects for the development of Russian Far East supported by the Russian government.
