중국의 금융심화와 소득불평등 및 부채주도 성장

Financial Deepening, Income Inequality and Debt-led Growth in China

본 논문에서는 1990년대 이후 주요 OECD 회원국에서 나타난 것처럼 1990년대 이후 중국경제에서도 금융역할 심화(이하 금융심화)가 있었는지, 소득불균등이 심화되었는지, 부채주도 성장이 확대되었는지, 또 이로 인한 저성장 기제가 나타났는지, 또 그 특징은 어떠한지를 살펴보려 한다. 위에 열거한 변수 간 정확한 상관관계를 검토하기 보다는 통계자료와 기존 문헌연구를 통해 중국 금융심화 추세와 몇 가지 변수의 상호 얽힘을 살펴보려 한다. 즉 금융심화 기간과 소득불균등 심화, 경제주체의 부채 증가, 금융과 경제 불안정성 확대, 저성장 기제가 중첩되는지 여부를 개괄적으로 살펴보려는 것이 본 연구의 중요한 목표이다. 중국의 금융심화 지표들과 소득 및 부채 관련 통계를 검토해 본 결과 공교롭게도 1990년대 중반 이후 중국 금융심화 기간과 소득불평등, 부채 급증, 저성장 추세 등이 발생한 기간이 겹쳐지고 있는 것으로 나타났다. 그렇다고 해서 이런 현상들이 중국의 축적체제가 금융주도적 축적체제로 전환된 것을 입증하는 것은 아닌 것으로 보인다. 이는 무엇보다 금융 부문의 발전 수준과 내용이 여전히 세계적 위상과는 거리가 있고 실물과 금융부문의 큰 괴리 등의 증거들에서 단적으로 드러난다. 다만 국가주도의 금융심화 및 통화증대()를 통한 부채주도형 금융심화 현상이 강하게 나타나면서 이들 요인에 의해 유동성 주도의 투자 지향적 경제성장이 지속되어 왔음을 알 수 있었다. 이런 경제성장방식이 2012년 이후 일정한 한계에 부닥치면서 고성장 기조가 꺾이고 금융측면에서 불안정성이 커지는 계기로 작용하고 있음을 확인하였다.

Some of scholars studying financialization have pointed out debt surge, income inequality and growth retardation in negative aspects of financialization itself. This study has started from the question if, after foreign exchange crisis(1998) and WTO participation(2001), has there been financial deepening in China and has its negative aspects actually been noticeable? The study also looks through the course of financial deepening following changes of accumulation system compared to time before WTO participation. On investigation of finance deepening indicators and statistics on income and debt, the period of China financial deepening after WTO participation precisely overlap with the time of income inequality, debt surge and changeover to low growth. Even so, the accumulation system in China after 2000 is not seemed like switching into finance-led accumulation system. The fact that the status of finance sector is still far from that of world-class in profitability and transnatinal index is the answer.
