Productivity Change Analysis of Chinese Commercial Banks

본 연구는 중국의 14개 상업은행을 대상으로 1998년부터 2004년까지의 자료를 이용하여 생산성의 변화를 측정하고 이를 기술 효율성의 변화와 기술 변화로 나누어 분석하여 보았다. 분석 대상 기간 전체를 놓고 볼 때 국유 상업은행과 민간상업은행은 모두 생산성이 향상되었다. 그러나 국유 상업은행 보다 민간상업은행의 생산성 성장이 더 크게 일어났으며 국유상업은행의 생산성 증가는 효율성 증가에 더 큰 영향을 받았고 민간상업은행의 생산성 증가는 기술진보에 의해 더 큰 영향을 받았다. 연구의 분석대상기간을 좁혀서 1999년의 국유 상업은행 개혁을 전후로 하여 분석해 본 결과는 국유 상업은행 개혁성과가 나타나기 시작하는 2000년을 기준으로 전 후 3년간의 상업은행 생산성 분석 결과 국유상업은행의 생산성이 금융개혁 전에는 마이너스 성장을 보이다가 금융제도 개혁 이후 플러스 성장의 추세를 보여주고 있다. 생산성 성장의 내용도 금융제도개혁 이전에는 기술효율성 성장이 생산성 성장 개선에 큰 영향을 주고 기술변화는 마이너스로 나타나 생산성 저하의 원인으로 나타났다. 그러나 금융제도 개혁 이후에는 기술효율성 성장이 마이너스로 나타나고 기술진보가 크게 이루어져 생산성 성장을 견인하였다는 결과가 나타났다. 이는 전체 분석기간과 비교하여 볼 때 반대의 결과로서 금융 제도개혁이 중국 은행 금융 산업의 생산성 성장에 영향을 주었다는 것을 암시한다.

Banking reforms have been the centre of China`s overall effort to transform a centralized economy into a market-based economy since 1978. And Chinese commercial banks are increasingly facing competition from their foreign rivals as China implements the deregulation of foreign entry under WTO. This paper examines the productivity change, technical efficiency change and technological change of 14 Chinese commercial banks over the period 1998 to 2004. The evidence of this analysis shows the change in Chinese banks` efficiency and productivity following the program of deregulation and banks reform initiated by the government in 1999. Results show that the large state-owned banks and private banks have improved their productivity in 1998-2004. In pre- banks reform eras state-owned banks` productivity has fallen off mainly due to unfavorable technological change but In post- banks reform eras state-owned banks` productivity has grown up mainly due to technological progress, and technological progress consistently dominates the productivity change of Chinese commercial banks. The financial deregulation and reform of 1999 was found to improve productivity levels including technological change.
