An Empirical Study on Poverty and It`s Determinants by Age Groups in Korea

본 연구는 최근 우리 사회의 중대 현안으로 부상한 양극화 및 빈곤문제에 대한 체계적 접근과 대응방향 제시를 위해 한국노동패널조사(KLIPS)의 제3차~7차년도 자료를 사용하여 세대별 빈곤 여부에 대한 각 개인 및 가구별 특성 변수의 영향력을 실증 분석하였다. 분석결과 우선 우리나라의 상대빈곤율이 2000년 이후 최근 까지 지속적으로 높아지고 있는 가운데, 연령대별로 빈곤에 미치는 변수들의 영향력이 크게 차이를 보이는 것으로 나타났다. 빈곤문제의 실효성 있는 대응을 위해서는 질좋은 일자리의 창출이 무엇보다 중요하며, 향후 빈곤문제 완화를 위한 일자리 창출, 직업능력 개발, 고령자 고용촉진 등의 사회정책을 운용함에 있어 세대별 특성을 적극 고려할 필요가 있다는 점을 시사하고 있다.

We analyzed the effects of the socioeconomic characteristics of each age groups on the poverty issue in Korea using the KLIPS (Korean Labor and Income Panel Survey) during 2000~2004. The purpose of this paper lies in examining how the age specific personal and family characteristics exert influence on the pressing poverty issue and suggesting effective solutions for the issue. While the poverty rate has been rising since 2000, the implications of age specific characteristics on poverty differ among each age groups. It seems to be desirable to focus on the creation of decent job opportunities and to increase occupational capabilities of the poor group according to age specific socioeconomic characteristics.
