The Impact of Non-Tariff Barriers in the European Union on Korea’s Exports

유럽연합의 비관세 장벽이 한국 수출에 미치는 영향

이 논문은 1999년부터 2010년까지, 한국산 수출품에 대한 EU의 14개국에서 비관세장벽의 영향을 연구한다. 비관세장벽의 존재는 Export Coverage Ratio (ECR)과 Frequency Count Index(FC)를 통해서 측정되어진다. The gravity based model(중력 모형)도 본 논문에서 활용된다. 본 연구의 실증분석 결과, EU 시장 내부에서 비관세장벽은 한국의 수출에 대해 다음 두 가지 효과를 가진다는 것이 입증되었다. EU 의 비관세장벽은 전반적으로 한국산 농산물의 EU수출을 저해한다. 하지만 EU의 비관세장벽은 전반적으로 한국산 공업제품의 EU수출을 촉진시킨다. 그럼에도 불구하고, 한국산 공업제품에 대한 EU의 비관세 장벽의 영향이 산업제품별로 세분화되어 정밀하게 분석되었을 때, 실증분석 결과는 EU의 비관세장벽은 한국산 공업제품에 대해 공업제품의 품목에 따라 긍정적이거나 부정적인 영향 둘 다 창출한다는 것을 보여주었다. 게다가, 본 논문의 조사결과로, EU의‘위생 및 식물위생조치(Sanitary and Phytosanitary measures, SPS 협정)’는 전반적으로 한국의 EU 수출을 저해한다는 것이 도출된 반면에, EU의 기술 장벽(Technical Barriers to Trade, TBT) 조치는 전반적으로 한국의 EU수출을 증진한다는 것으로 나타났다. 그러나 EU의 기술 장벽(TBT)의 특정 조치사항은 한국의 EU수출을 저해된다는 결과가 도출되었다.

This paper studies the impact of non-tariff barriers (NTBs) on exports from Korea to 14 countries of the European Union (EU) from 1999 to 2010. The presence of NTBs is measured through the Export Coverage Ratio (ECR) and the Frequency Count Index (FC). The gravity based model is employed. The empirical results indicate that the NTBs in the EU market have dual effects on Korea’s exports. The NTBs measures impede the overall exports of agricultural products, but they promote the overall exports of manufacturing commodities. Nevertheless, when the industrial products are scrutinized closely at disaggregated level, the empirical results indicate that the NTBs create both positive and negative impact on the different category of products. In addition, the findings imply that the Sanitary and Phytosanitary measures (SPS) hamper overall exports, while the Technical Barriers to Trade (TBT) measures encourage overall exports. However, some certain subcategories of TBT measures impede Korea’s exports.
