Housing Affordability Crisis in Australia and Neoliberalism

호주의 주택확보력의 위기와 신자유주의

21세기 초 호주에서 주택확보력 문제가 주요 과제로 부상하였다. 필자는 호주의 주택확보력 위기가 지난 30여년에 걸쳐 시행된 신자유주의 정책의 산물이라고 문제를 제기한다. 이러한 맥락에서 이 논문의 연구목적은 호주의 주택확보력 위기와 신자유주의 간의 상관관계를 분석하는 것이다. 신자유주의에 기반을 둔 정책 들은 수요측면을 강조하고 정부에 의한 주택지원을 축소하면서 민간부문에 크게 의존하는 정책이었다. 게다가, 중·장기적 조세정책, 주택산업의 자기자본비율 저하와 금융정책 등이 모두 호주의 주택확보력 문제의 발생요인으로 작용하였다. 요약컨대, 1980년대 이래 신자유주의에 기반을 둔 호주의 주택정책은 주택확보력 문제를 해소하거나 완화하기는커녕 심각하게 악화시켜 왔다고 볼 수 있다. 물론, 호주의 주택 확보력 위기가 전적으로 신자유주의 정책의 소산이라고 볼 수는 없지만, 이러한 정책 들이 주택문제를 더욱 악화시키는 결과를 초래하였다는 점을 고려한다면 호주의 주택확보력의 위기에 신자유주의 정책 들이 미친 영향은 결코 무시할 수 없다. 물론 이러한 주택확보력 위기가 모두 신자유주의의 영향으로만 설명될 수는 없을 것이다. 그렇지만 최근 호주에서 주택문제를 해결하기 위한 정책 들이 문제를 더욱 악화시키는 결과로 이어졌다는 사실을 고려한다면, 주택확보능력의 위기에 신자유주의가 미친 영향은 결코 무시할 수 없다고 보여진다.

In the early stages of the twenty-first century, housing affordability has emerged as a major issue in Australia. The author argues that the Australia's housing affordability crisis has resulted from the application of a suite of neoliberal policies over the past three decades. In this context, the purpose of this study is to investigate the impact of neoliberalism on the housing affordability crisis in Australia. The policies based on neoliberalism has resulted in a residual approach to housing assistance by Australian government along with a movement towards greater reliance on the private sector through demand-side policies. In additions to these policies, in the medium-to-long term taxation policies on housing, negative gearing and financial policies have all made a contribution to the problem of housing affordability in Australia. In brief, since the 1980s, Australian government housing policies based on neoliberalism have significantly intensified the problem of housing affordability, far from alleviating or resolving it. This is not to suggest that the housing affordability crisis is exclusively the result of neoliberal policies. But it must not be ignored that these kinds of policies/reforms have exacerbated the problem and that many such policies can be traced to neoliberalism.
