R&D 규모의 경제하에서 기업의 동태적 의사결정유형 분석

An Analysis of Firms' Dynamic Decision-making Pattern under the Increasing Return to Scale in R&D

지식기반 글로벌 경쟁체제하에서 IT, BT, NT 등 첨단산업을 중심으로 기업간 R&D 경쟁이 치열하게 전개되고 있는바, 현실에 부합하는 R&D 경쟁의 특성과 경쟁조건에 기초한 전략적인 R&D 의사결정에 대한 연구의 필요성이 더욱 커지고 있다. 본 연구에서는 첨단산업 분야에서 나타나고 있는 기업간 R&D 경쟁현상을 규명하기 위해 R&D 규모에 대한 수확체증의 가능성을 전제로 동태적 게임모형을 구축하고, 시뮬레이션 기법을 활용하여 R&D 경쟁기업간 전략적 의사결정 과정을 분석하였다. 분석결과에 의하면, 기업들의 R&D 활동에 규모에 대한 수확체증이 존재하면서 승자에게 주어진 상급이 충분히 클 경우 R&D 경쟁에 참여한 기업간에 R&D 무한경쟁을 초래하는 것으로 나타났다. 이는 R&D 선점에 따른 독점이윤이 막대한 첨단산업분야의 경우 사회적으로 R&D의 중복 과잉투자를 유발할 수도 있다는 점을 시사하고 있다. 한편 R&D 규모의 경제가 존재하지만 R&D 비용이 상대적으로 높은 산업의 경우에는 진입장벽으로 인한 독점의 지속 가능성 문제가 제기되는바, 기존 기업의 R&D 산출물을 사회 전체로 확산시키는 정책을 통해 R&D 독점과 그에 따른 사회후생의 감소를 제거하는 정책을 수립해야 함을 시사한다.

This study aims to analyze the strategic decision making in R&D race in high technology industry such as IT, BT, and NT. In order to examine the realistic features and competition environments in high technology industry, we construct dynamic game model, assuming increasing return to scale in R&D. Our analysis results based on the simulation of R&D competition can be summarized as follows. First, under the situation of increasing return to scale in R&D both competitors usually invest above the scope of increasing return to scale in R&D. Second, if monopolistic profit is big enough, the competition could be an endless race, which is opposite to the existing argument of 'active leader and passive follower in R&D race'. Finally, R&D competition under the situation of increasing return to scale in R&D would bring on over-investment above the social optimal level, meaning that coordination of technological policy is needed in the industry of increasing return to scale in R&D.
