상하이 자동차산업: 산업집적지에서 혁신클러스터로 전환

The Transformation from Industrial Agglomeration into Innovative Cluster in the Shanghai Automotive Industry: A Case Study of ｢Shanghai International Auto City｣

세계에서 가장 치열한 중국 자동차시장에서 상하이(上海)시는 산하의 상하이자동차(上海汽車) 및 상하이자동차산업을 혁신 클러스터로 전환시켜 경쟁력을 강화해 지역 경제, 더 나아가 국가경제에 기여하고자 새로운 도약을 준비하고 있다. 본 논문은 혁신 클러스터인 ⌜상하이국제기차성⌟ 의 사례연구를 통해 혁신 주체들의 역할이 무엇인지, 특히 제도적 환경은 해외기업 및 연구소 유치에 어떻게 작용하는지, 혁신이 가능한 연구 환경이 즉 연구대학이 어떻게 인적자원양성을 지원하고 산업연계를 구축하고 있는지에 대해 논의한다. 요컨대, 최근 상하이폭스바겐의 경쟁 지위 하락으로 수익성이 현저히 감소함에 따라 상하이폭스바겐과 통지대학와의 공동연구와는 별개로 상하이자동차(上海汽車)는 기차성 내에 연구개발 센터 건립에 들어가 자체브랜드개발을 위해 막대한 자금에 투입해 독자 행보를 취하고 있다. 향후 국내외 연구기술 센터와의 연계를 통한 기술습득 및 혁신을 적극적으로 추진할 것으로 보인다. 상하이 자동차산업은 시정부의 계획 하에 효율적 금융 분배를 통해 국산화에 성공했으며 다음 발전 단계에서 중앙정부의 영향력에서 벗어나 독자적으로 자원 의존형 혁신클러스터의 인프라를 형성하고 있다. 그러나 혁신 주체들인 다국적 부품업체들의 기술보안 등을 이유로 정보의 상호교류와 다양한 기능이 이루어지는 느슨한 네트워크 구축이 아직 미흡해 혁신으로 이어지는 진정한 의미의 혁신클러스터로의 발전에는 여전히 한계가 있는 것으로 보인다.

This paper aims to examine what the key innovative actors' roles in the 'Shanghai International Auto City (SIAC)' are, particularly what role of the institutional milieu is able to attract foreign investment and foreign R&D facilities, and what role of research milieu, research university play in cultivating human resource development and foster their research networks and industrial linkages, and what the ripple effects of ‘Shanghai International Auto City (SIAC)’ are. Due to the entry of WTO, the Shanghai municipal government which was concerned about the descending status of Shanghai Volkswagen adopted market-oriented innovative cluster to reinforce regional and national competitiveness. Shanghai Automotive Group has recently taken an independent path apart from the collaboration with Shanghai Volkwagen and Tongji University, launching to build the R&D institute within the SIAC to develop its proprietary model being input by tremendous fund. The Shanghai municipal government entirely contributes to have been converted into innovative cluster with favorable policy and specialized infrastructure to attract foreign investors. However, there are some barriers to shape an 'innovative cluster' insofar as innovative actors like multinational suppliers are reluctant to have mutual exchanges due to their technological and informative security.
