탈냉전기 중ㆍ러 협력이 동북아 정세에 미치는 영향

Influences of Sino-Russian Cooperation in the Post-Cold War Era on the Situation in Northeast Asia

본 논문은 탈냉전 이후 중러 협력 관계가 동북아 정세에 어떤 영향을 미치는가를 분석전망하였다. 최근 중러 관계는 정치, 경제를 비롯하여 군사안보 영역에 이르기까지 협력의 범위와 수준을 점차 확장해 가고 있다. 이 같은 협력 관계는 일면 동북아 정세 안정에 기여한다고 볼 수 있지만 미일동맹을 견제하는 측면이 강하다는 점에서 역내 갈등을 부추길 우려도 안고 있다. 미일동맹 주도의 동북아 국제질서가 지속되는 한 중러 관계는 현재 수준 이상으로 발전될 가능성이 높으며, 특히 군사안보 분야에서의 협력 수준을 높일 것으로 전망된다.

This study analyzes and forecasts which influences the Sino-Russian relations have had on the situation in Northeast Asia since the post-Cold War era. Recently, the Sino-Russian relations are gradually expanding their scopes and standards of cooperation in the areas from politics and economy to military and security areas. Such cooperative relations seem to contribute to the stabilization of the situation in Northeast Asia on the one hand, but imply any danger of triggering the intraregional conflicts on the other in that they strongly restrain from the US-Japan Alliance. As long as the US-Japan Alliance leads the international relations in Northeast Asia, the Sino-Russian relations are expected to be more developed than now and to enhance the standards of cooperation in terms of military and security areas.
