유럽연합의 배출권 거래제와 한국에 대한 시사점

A Study on the EU Emissions Trading Scheme(EU-ETS) and Implication for Korea

본 연구는 배출권 거래제를 시행하고 있는 선진국들 중 유럽연합의 배출권 거래제(EU-ETS)의 사례를 바탕으로 향후 국내 배출권 거래제의 시행과 정책 수립에 대한 시사점 도출을 목적으로 한다. 세계최초의 대규모 온실가스 프로그램인 EU-ETS는 현재 1단계 EU-ETS(2005-2007년)가 시행중이다. 그러나 1단계 EU-ETS는 교토의정서의 1단계 공약기간을 대비하여 배출권 거래제에 대한 경험을 축적하기 위한 일종의 학습기간으로 상당수의 회원국들이 많은 시행착오를 겪고 있다. 본 연구에서는 EU-ETS가 경험한 배출권 거래제에 관련된 문제들 가운데 배출권 거래시스템의 선택, 초기할당방식의 선택과 배출권의 기간간 거래 허용문제를 중심으로 한국에 대한 시사점을 제시하였다. 먼저 배출권 거래제의 비용효과적 운영 및 거래참여기업들의 자발적인 참여를 유도하기 위해서 총량규제와 감축승인권 거래방식의 혼용을 제안하였다. 그리고 EU의 경우처럼 기준연도 불변 실적기준 무상할당방식의 적용에 따른 windfall profit의 발생이나 할당 방식의 혼용에서 발생할 수 있는 비효율성 등을 방지하기 위해서 국내에서는 배출권 도입단계부터 배출권의 초기할당방식으로 경매방식을 이용할 것을 제안하였으며, 또한 온실가스 배출감축 목표달성의 유연성을 제고시키기 위하여 배출권의 예치를 허용할 것을 제안하였다.

This study is aimed at coming up with environmental measure to implement a greenhouse gas(GHG) emissions trading system in Korea, based on the experience of The European Union Emission Trading Scheme(EU-ETS). The first phase of EU-ETS was launched in January 2005. It is the largest GHG trading program in the world and the core instrument for Kyoto compliance in EU. However, the experience and performance of EU-ETS reveals a lot of problems and challenges. It suggests how to apply the precedents set by the EU-ETS to Korea, mainly focusing on the structure of a trading system, the initial allocation of allowances, and the approval of inter-temporal trading. Most of all, it proposes both cap-and-trade and baseline-and-credit approaches in order to make reducing emissions cost-effective and to encourage businesses to voluntarily participate in the system. It also recommends auctioning to allocate emission permits from the initial stage of a trading system in Korea. This is to prevent the ineffectiveness of various allocation ways and the windfall profit generated by grandfathering. In conclusion, it sets out a banking of allowances to successfully meet the Kyoto targets and enhance overall flexibility in a emission trading system.
