지식기반경제의 첨단산업기술경쟁력의 추정 및 국제비교(1985∼1999)

Estimation and International Comparison of High-Tech Industrial Technological Competitiveness of Knowledge-based Economy

본 연구의 분석목표는 OECD 및 기타 주요 국가들의 투입지표, 산출지표, 충격지표를 중심으로 산업기술경쟁력(ITC : Industrial Technological Competitiveness), 산업기술 성과(ITP : Industrial Technological Performance)와 산업국제경쟁력 성과(IICP : International Industrial Competitiveness Performance)를 추정 및 국제비교(1985∼1999)하는 것이다. 그리고 분석대상 국가의 지식기반산업(knowledge-based industry)의 세계시장에서의 비중, 첨단과학기술산업의 기술전문화 수준 및 미국시장에서의 수출 전문화를 중심으로, 이들 국가들의 ‘산업기술 성과’(ITP) 및 ‘산업국제경쟁력 성과’(IICP)를 분석 및 국제비교하는 것이다. 상기의 분석 결과, 한국의 산업기술경쟁력(ITC)을 보면, 투입지표(input indicator)인 잠재적 산업기술경쟁력(potential ITC)이 상대적으로 낮은 반면에, 산출지표(out indicator)인 현재의 산업기술경쟁력(current ITC)은 높게 나타났으며, 상품화 단계 후에 생산 및 판매 단계에 이르러서는 첨단과학기술산업의 비중이 높지만 동 산업제품의 부가가치는 기술선진국에 비하여 상대적으로 낮게 나타났다. 이러한 분석결과는 R&D가 아직도 응용 연구개발에 상대적으로 치우치고 있는 반면에 한국의 기초과학연구능력 및 첨단과학의 연구개발 및 기술혁신이 부족하며, 이 결과 한국의 과학기술 및 산업 발전단계가 아직도 부가가치가 낮은 제조업 부문에 머물고 있다는 것을 시사해 준다.

The purpose of the current study are two : one is to estimate ITC (industrial technological competitiveness), ITP (industrial technological performance) and IICP (international industrial competitiveness performance) of OECD members and some other major countries ; and the other is to analyze their ITP and IICP in terms of the weight of knowledge-based industry in the world market, technology specialization and export specialization of high S&T industry in the US market for each country. From the aforementioned analysis, this study has concluded as follows : South Korea's ITC index has been characterized as that potential ITC (input indicator) is relatively low whereas current ITC (output indictor) is relatively high ; and that the weight of South Korea's high S&T industry in the production-and-sales stage after its commercialization is relatively high whereas its value-added is relatively low. This implies that South Korea's R&D has been intensively invested in application and development whereas its basic scientific research capacity, R&D and technological innovation of high-tech industry are relatively low, thereby the development stage of South Korea's S&T and industrial technology still stays in the manufacturing sector with a relatively lower value-added
