본 논문은 한반도평화체제 구축문제와 북한의 비핵화문제 간의 상관성에 관한 것이다. 한반도평화체제는 한반도에서 평화의 완전한 정착을위한 과정의 측면에서 보기 보다는 평화의 가치가 실현된 하나의 제도적 측면에서 필자는 보고 있다. 이러한 한반도평화체제의 개념정의를기초할 때 논제의 문제를 논의하기 위해서는 반드시 평화의 가치에 대한 정치철학적 의미를 파악할 필요가 있다고 생각한다. 평화는 결과적․부수적 가치이지 결코 독립적 가치가 아니다. 반면 자유는 절대적가치이자 독립적 가치이자 전제적 가치이다. 자유가 전제되지 않은 평화는 사이비 평화이다. 즉 자유와 인권과 같은 보편적 가치와 보편적가치를 기초로 하여 성립된 민주주의와 같은 보편적 제도에 의해 규율되지 않은 평화는 진정한 평화가 아니라 가짜 평화이다. 이러한 자유와평화의 관계를 통해 한반도평화체제 구축문제와 북한의 비핵화문제의상관성을 고찰하면, 무엇보다도 북한정권과 북한체제의 민주적 변화가선행되어야 한다고 생각한다. 현재의 전제적 독재정권인 북한정권과 체제의 성격이 근본적으로 변화하지 않는 상황에서 그 어떠한 북한의 비핵화문제의 해결은 한반도평화체제 구축과는 무의미하다고 생각한다.
This paper is about the correlation between the issue of establishing a peace regime on the Korean Peninsula and the issue of North Korea's denuclearization. The Korean peninsula peace regime is not seen in terms of the process for complete settlement of peace on the Korean Peninsula, but rather in terms of an institutional aspect in which the value of peace is realized. Based on the definition of the Korean Peninsula peace system, I think it is necessary to grasp the political philosophy of the value of peace in order to discuss the issue of the topic. Peace is a consequential and incidental value, not an independent value.On the other hand, freedom is an absolute value, an independent value, and a predicate value. Peace without freedom is pseudo peace. In other words, peace not governed by universal values such as freedom and human rights and universal institutions such as democracy established on the basis of universal values is not true peace but fake peace. If we examine the relationship between the issue of establishing a peace regime on the Korean Peninsula and the issue of North Korea's denuclearization through this relationship between freedom and peace, I think that democratic changes in the North Korean regime and the North Korean regime should precede. With the nature of the current despotic dictatorship, the North Korean regime and its regime, not fundamentally changing, I think the resolution of any North Korean denuclearization issue is meaningless with the establishment of a peace regime on the Korean Peninsula.
