본 연구의 목적은 문재인 정부가 추진하고 있는 대북정책의 성과와과제를 분석하는 것이다. 문재인 정부의 대북정책은 ‘평화와 번영의 한반도’라는 정책비전을 제시하며, 그 동안 경색된 남북관계를 해소하기위한 방안들로 3대 목표와 4대 전략 및 5대 원칙을 설정하였다. 이러한 정책들의 핵심 내용은 한반도 평화조성을 위한 비핵화와 남북관계의개선에 있다. 이러한 정책은 2018년 남북정상회담이 개최되면서, 추진동력을 확보하는 성과를 거뒀다. 문재인 정부 출범 직후의 암울했던 남북관계는 2018년 김정은 위원장의 신년사를 계기로 ‘한반도의 봄’을 열었다. 2018년 한 해 동안 3차례 남북정상회담 및 북미정상회담이 개최되면서, 비핵화와 남북 군사적 긴장완화, 남북교류 협력 등에 합의를도출하면서, 남북 간 평화의 길을 조성하고 있다. 문재인 정부의 대북정책은 북한을 대화의 장으로 인도하며, 이를 통한 한반도 비핵화, 군사적 긴장완화 및 남북교류 확대에 있어 성과를 거둔 것으로 보인다. 그러나 이러한 성과는 동시에 선행적으로 해결해야 할 과제가 동시에내포하고 있었다. 왜냐하면, 남북정상이 합의한 사항들이 이행되기 위해서는 ‘한반도 비핵화’와 한반도경제공동체 조성 등 다양한 부분에 있어 국민들의 공감대가 선행되어야 하며, 또한 국제사회와 미국의 대북제재가 해제되기 위한 북한의 진정한 비핵화 조치가 동시에 진척되어야할 것이다. 이러한 원칙적인 과제를 해결하지 않고, 대북정책이 진행된다면 향후 추진과정에서 수 많은 난관에 봉착할 가능성이 높다. 따라서문재인 정부의 대북정책은 국민들의 공감대 확보와 북한의 실질적 비핵화 조치, 나아가 대북제재의 해제라는 과제를 해결해야 한다. 이러한과제들이 해결된다면, 평화와 번영의 한반도 정책은 탄력을 받을 것이며, 한반도 평화체제의 길을 개척하게 될 것이다.
This study aims at analyzing achievements and future tasks of Moon Jae-in Administration’s policies on North Korea. Moon Jae-in government suggested a policy vision of ‘Peace and Prosperity of the Korean Peninsula’ and set up three goals, four strategies and five principles as measures to thaw the inter-Korean relations frozen for some time. Pivotal contents of these policies lie in North Korea’s denuclearization and an improvement of inter-Korean relations as a way to peace development on the peninsula. As the inter-Korean summits were held in 2018, these policies gained momentum to propel. The gloomy inter-Korean relations immediately after the inauguration of the Moon Jae-in government were turned into ‘Spring of the Korean Peninsula’ due to the 2018 new year address of Chairman Kim Jung-un. As three summit talks between South and North Korea and between North Korea and the USA were held in a year, agreements on denuclearization, military détente in two Koreas and inter-Korean exchanges and cooperation were drawn to pave a way to peace between South and North Korea. Moon Jae-in administration’s North Korean policies seem to have gained some achievements in leading North Korea to the dialogue and through this, in denuclearizing the Korean Peninsula, easing the military tensions and expanding exchanges between South and North Korea. These achievements, however, involve simultaneous tasks to be solved beforehand. In order to implement the matters agreed on by two Korean leaders, a national consensus should be built on a variety of issues including ‘the denuclearization of the Korean Peninsula’ and construction of the Korean Peninsula economic community and at the same time, North Korea’s genuine steps to denuclearize should be taken for international society and the US to lift UN sanctions against the DPRK. If the Korean government proceeds with its North Korean policies without solving these fundamental tasks, it will be very likely to face numerous obstacles in the future process. Thus, Moon Jae-in administration should solve such tasks related to its North Korean policies as securing a national consensus, urging North Korea to take actual steps to denuclearize and withdrawing sanctions against DPRK. With these tasks carried out, the Korean Peninsula policies for peace and prosperity will gather momentum and blaze a trail toward the Korean Peninsula peace system.
