세계화 지방화속의 한국 중소기업 생산효율성 평가분석

Evaluation of the efficiency for the Korean small and medium sized enterprises in the glocalization era

한국경제는 수출의존도가 매우 크고, 세계화의 흐름속에 지방분권,지방경제 등의 중요성이 부각되고 있으며 대기업과 중소기업의 상생전략이 중요하다. 또한 이러한 틀속에서 수도권과 비수도권 입지기업의 생산효율성을 비교분석하는 것은 의미가 있다. 본 연구에서는 DEA 방법론을 이용하여 지원중소기업의 기술효율성과 생산성 지수 및 투입자원의 활용정도를 분석하고 지수화하였다. 그리고 정부지원자금을 지원받은 중소기업의 효율성을 측정하고 이를 통해 동 지원정책의 효과를 파악함으로써 DEA를 정책효과 평가에 사용했다는 의미에서 그 의의가 있을 것이다. 우선 기술효율성 지수측정결과 상대적으로 규모가 큰 중소기업의 효율성 지수가 높다. 또한 자금지원면에서 육성자금 지원 기업군에 비해 기타정책자금 지원기업군의 기술효율성 지수가 높은 편이다. 그리고 육성자금과 기타정책자금 지원의 활용도를 보면, 기타정책자금의 활용도가 상대적으로 높은 편이다. 총요소 생산성 측면에서 보면, 중소기업의 경우 생산성이 개선되고 있지만 그 개선 폭이 점차 감소하고 있다. 생산성은 소규모 기업이 대규모 기업군에 비해 높게 개선되고 있으며, 자금지원에서 육성자금 지원 기업군이 기타정책자금 지원 기업군에 비해 약하게 개선되고 있다. 마지막으로 수도권에 입지한 중소기업과 비수도권에 입지한 기업간의 비교를 하였는데 수도권에 입지한 기업이 다소 효율적이었다. 이는 지역간에 생산에 있어서 효율성에 차이가 존재한다는 것을 시사한다. 정책적인 운용 측면에서 효율성과 형평성의 적절한 배분이 국가전체차원에서 바람직하다는 시사점을 얻을 수 있다.

In this paper we reviewed the usefulness of efficiency index and measured the efficiency index of the fund-receiving enterprise by using the DEA model as the real data for input and output factors relating to an enterprise's production activity during 2000~2002. We also made a comparison of the efficiency of enterprises located in the capital area and those located in non-capital areas so as to induce the political significance of regional perspective in the globalized era. We found that the efficiency index of relatively large sized enterprises is high. Finally, using DEA model we made a comparison between the enterprises located in the capital area and those in non-capital area, with enterprises in the capital area showing greater efficiency. This means there is an efficiency difference in the production of each region. Also we found some policy implications including operation directions for government funds, the importance of increasing efficiency for small and medium sized enterprises, etc.
