한-남아공 FTA 경제적 효과 분석

국제유가의 급등과 원자재 가격의 상승 등으로 아프리카 지역의 중요성이 부각되고 있고 신흥시장으로서 가치를 인정받고 있다. 한국도 한-칠레 FTA 체결 당시 실무차원에서 이미 남아공을 FTA 후보군으로 거론되었다. 그럼에도 불구하고 아프리카 지역에 대한 후속 연구는 전무한 상황이다. 이에 본 연구는 한-남아공 FTA 체결의 경제적 효과를 패널분석을 통해서 분석하였다. 기존의 FTA 효과는 CGE 모형이나 중력모형 등으로 분석하였으나 경제이론의 근거와 가정의 제약 정도, 그리고 편의(bias)문제 등의 한계로 전통적인 패널모형을 중심으로 한-남아공 FTA의 경제적 효과를 분석하였다. 특히 교역재를 중심으로 한 양국의 품목별 수출증대 효과를 실증적으로 분석하였다. 분석 결과, 관세율을 완전히 철폐할 경우의 시나리오를 가정한 품목별 수출증대 효과는 양국 모두에서 존재하는 것으로 나타났다. 현재의 수출규모 대비 한국과 남아공의 수출증대 효과는 각각 35.7%와 11.9%로 시산되었다. 한국은 제조업 분야에서 수출증대 효과가 상대적으로 큰 것으로 분석되었고 남아공은 1차 산업 분야에서 그 효과가 큰 것으로 나타났다.

Africa has been in the limelight as a new emerging market due to high oil price increase and raw materials price. Korea made South Africa a subject of discussion as FTA candidated country in those days of Korea-Chile FTA. Since then, following researches for Korea-Africa region FTA discussion do not exist at all. The objective of this study is to investigate the economic effect of Korea-South Africa FTA via panel analysis methods. A lot of existing studies on FTA effect have used CGE and gravity model, but these models have some limits such as, the insufficiency of explanation of the economic theory, degree of assumption, and bias problem of econometrics. In particular, we study the effects of export increase, among the economic effects of FTA, item by item. In case of complete removal of tariff rates, these effects of both countries arise. Korea and South Africa's export effects is analyzed 35.7% and 11.9% respectively. These effects are great in the manufacturing industry in Korea, and big in primary industry, in South Africa.
