TAR 계획의 효율적 활용방안에 관한 연구

A Study on Efficient Way for Utilizing the TAR(Trans Asian Railway) Project

본 연구는 국가적 사업으로 추진하고 있는 아시아 횡단철도 계획(Trans Asian Railway Project : TAR Project)의 효용성 및 타당성을 도출해내기 위해 작성되었다. 이 계획을 실행함에 있어서는 이익 측면과 비용 혹은 위험의 측면을 동시에 고려해야하는데 이에 대한 연구는 지금까지 제한된 측면에서만 이루어져 왔다. 본 연구에서는 TAR 계획의 타당성을 도출하기 위하여 이 계획이 실현됨으로써 얻을 수 있는 이익의 측면을 해상운송과의 대비, 동북아 경제협력, 자원개발, 새로운 시장의 개척 등으로 제시하고 있다. 한편, 이 계획을 실현함으로써 발생할 수 있는 비용 혹은 위험 요인으로는 남한과 북한 간 관계의 불안정, TAR 관련 국가들의 경제적 불안정, 관료주의 등을 제시하고 있다. 본 연구에서는 이러한 요인들을 분석한 후 위험요인에 대한 한국 정부 및 기업들의 대처방안에 대해 제시하고 있다. 대처 방안을 제시함에 있어 외부요인으로 인해 발생할 수 있는 위험을 대처가능한 위험, 대처 불가능한 위험으로 위험을 구분하여 대처가능한 위험을 중심으로 논의를 진행하였다. 또한 TAR 계획이 국가의 발전을 위한 장기 전략적 사안이라는 점을 감안하여 이 계획의 장기 전략 시스템을 어떻게 구성할 것인가에 관해서도 논의하였다.

In this study we observed Trans Asian Railway(TAR) Project for the purpose of extracting its utility and validity. In the process of planning the project, the profitability and cost/risk should be considered simultaneously. But, unfortunately, a very little studies and papers has published and the papers were concentrated on comparing the cost of railway with maritime transport. For extracting the validity of TAR project, this study suggests factors such as cost compared with maritime transport, economic cooperation of North East Asian countries, development of natural resources, and new market exploitation. On the other hand cost/risk factors that can threat the utility and validity of the project are unstable relationship between North and South Korea, unstable economic environment of TAR related countries such as North Korea, Mongolia, Russian Federation, and bureaucratism. After analyzing these factors, we suggested the method that can cope with cost/risk form the view point of Korean government and firms. When suggesting the method, we divided the risk into two ways: the risk that can and can't cope with. Then mainly discussed about the methods that can cope with risk. At last we discussed about 'how can we formulate longitudinal strategic system' and suggested new model for evaluating the validity and utility of TAR project.
