Exploring determinants of supporting effect on local small businesses

본 연구는 정부의 지역중소기업에 대한 효과적 지원방안을 알아보기 위해 실시되었다. 2000-2001년 사이 정부로부터 정책자금지원을 받은 1200여 개 지역중소업체를 그 대상으로 하였으며, 회귀분석을 이용해 총 111개 유효 업체의 설문지를 분석하였다. 분석 결과 우리나라에 있어 지역중소기업 지원프로그램은 무엇보다 지원과정이 투명하고 객관적이어야 하며 시기 적절하게 이루어지는 것이 매우 중요한 것으로 나타났다. 특히, 신흥공업지역 일수록 이러한 경향을 뚜렷하게 보여주었다. 이것은 같은 자금 지원이라 할지라도 지역에 따라 효과가 차이 날 수 있음을 말해준다. 결론적으로 우리나라의 경우 아직까지 정부정책자금의 성공여부는 각 지역중소기업이 가지고 있는 전략적 경영시스템이나 내부운영시스템보다는 정부의 자금지원의 형태 및 방법에 따라 크게 영향 받고 있음을 알 수 있다.

In this article one source of governmental assistance-the SMBA national loan program-is investigated to see the characteristics of governmental support it providesthe most effectively to local small firms. The relationships between contexts of governmental support and respondent's perceptions of its effect were examined by a survey of the 1200 local small firms that received loan from SMBAbetween 2000 and 2001 in Korea. The respondents were contacted in the autumn of 2002 and asked to complete a questionnaire concerning the kinds of loan they sought and the effect of the support they received. Using ordinary least-squares regression analysis, the strategic management, operating system, and supporting process involved were analyzed in respect to respondents' (N=111) perceptions of the effect of the support. Analysis of the pooled sample indicated that the supporting process of each program was the most significantly and positively associated with the perceived effect of governmental support. In hypotheses, the results also showedthat the supporting process is even more important than strategic management or operating system.In addition, various subsamples of respondents were analyzed to determine if the relationships among variables were moderated by the region firms are located in, the type of assistance etc. For local small firms in newly emerging industrial area which received working capital from the national loan program (N=20)-the relationships between perceived effect and governmental assistance did appear to be some different from the results of the entire sample. Specifically, it revealed there is much more positive association between perceived effect and supporting process factor comparing to ones in the entire sample.
