Enlargement of the EU and Its Implications for Korea

유럽연합(EU: European Union)은 2004년 5월 1일 중․동부유럽 및 지중해지역 10개국을 새로운 회원국으로 가입함으로써 EU가 확대되는 계기를 마련하여 인구 4억 5천만명, GDP 8조 500억 유로 규모의 세계 최대 경제권으로 부상하고 있다. 이러한 EU의 확대로 EU 역내 및 역외국가와 산업에 미치는 영향은 클 것으로 예상된다. EU 확대에 따른 대내적인 변화는 전반적인 역내교역 및 분업체제 강화 등으로 경제성장 촉진과 국제경쟁력 강화가 예상되며 기존 회원국 및 가입 후보국 모두에게 시장개방 및 세계화(Globalization)를 가속화 할 것으로 예상된다. 또한 기존 회원국들은 기술집약적 공산품의 새로운 시장을 확보하게 되는 반면, 신규가입 국가들은 농산품과 노동집약적 상품의 수출시장을 확보하게 되어 역내교역이 확충되고 신규가입 국가들로부터 기존회원국으로의 노동이동이 촉진될 것으로 예상된다. 한편 EU의 확대가 역외국에 미치는 영향도 지대하다. EU의 전반적인 통상제도의 변화에 따라 한국은 대EU 교역에서 많은 변화가 예상된다. EU 확대는 한국 기업에게 기회요인과 위협요인이 상존하며, 기회요인을 잘 활용할 경우 EU 확대는 한국 기업에 부정적인 영향보다 긍정적인 영향이 크게 작용할 것이다. 또한 신규 회원국들의 EU 동참에 따라 관세인하효과와 EU의 무역관련 제도의 적용으로, 이들 국가에 대한 수출확대에 긍정적인 영향을 미칠 것이다. 본 연구는 최근 관심이 고조되고 있는 EU 확대의 의미와 한국-EU 간 교역 및 투자현황을 살펴보고 이에 따른 문제점과 시사점을 분석을 통하여 한국 기업 및 정부차원의 효과적인 대응방안을 모색한다..

This paper has analysed the implications of the enlargement of the EU. On 1 May 2004 the EU have undertaken an historic enlargement, and welcome in ten new members. This new wave of enlargement is unprecedented in terms of its geographical expansion, the increase in population, and the predicted economic growth it will bring about. This appear explains the key issues concerning the EU enlargement and highlights the implications it will have for Korea. Non-EU countries such as Korea will significantly benefit from EU enlargement in many ways, not least economically. Enlargement will also give a boost to economic developments and growth the new Member States. Enlargement will create an even larger market than before, allowing free movement of goods and services; it will extend the single set of rules for business to a wider area: and it will raise the standard of rules in force across the region. As a result, there will be many new opportunities for Korean business. It has shown that these benefits are not limited to the Member States of the enlarged EU, but will also benefit non-EU countries that have strong economic relations with the EU, such as Korea. Korea will certainly share these benefits. The Single Market of the enlarged Union will have a single set of trade rules, a single tariff, and a single set of related administrative procedures, thereby significantly simplifying and speeding up dealings Korean individuals and companies have within Europe.
