지방자치단체 남북교류협력 2.0 시대의 전망과 과제

문재인 정부는 ‘평화와 번영의 한반도’를 5대 국정목표 중 하나로 설정하고 16개 과제와 71개 실천과제를 제시하고 있다. 특히, 지방자치단체 차원의 남북교류협력 등 지방자치단체와 민간단체의 자율적인 활동 공간을 확보․지원하겠다고 밝히고 있다. 새로운 정부의 등장과 함께 남북교류협력 재개라는 정책의 창이 열리고 있으며, 이에 대비한 지방자치단체 차원의 면밀한 대응이 필요한 시점이다. 본 연구는 이와 같은 한반도의 평화통일 기반 조성을 위한 환경 변화 예고와 함께 문재인정부의 남북교류협력 재개라는 정책과제를 고려하여 남북교류협력 사업의 주체로써 지방자치단체의 실질적인 기능과 역할에 대해 논의를 전개하고 있다. 이러한 논의는 향후 다층적으로 전개될 지방자치단체의 남북교류협력 방안에 대안으로 기능할 것이며, 궁극적으로는 한반도 평화체제 구축에 기여할 수 있을 것으로 기대된다.

In particular, it revealed to secure and support voluntary activity space of local governments and private organizations, such as local-government level inter-Korean exchange cooperation. There is a window of policy that restarts inter-Korean exchange cooperation with the emergence of a new government, and it is time to deal with the corresponding local autonomous group dimension carefully. In this research, considering the policy issue of restarting the inter-Korean exchange cooperation with Moon and Jae in cooperation with the preliminary announcement of the change of the environment for the creation of the peaceful reunification base of the Korean Peninsula, as the subject of the inter-Korea exchange cooperation project, We are discussing the substantial functions and roles of local autonomous groups. These discussions will act as an alternative to the inter-Korea exchange cooperation scheme of multilayered local autonomous organizations, and it is expected that ultimately it will contribute to the construction of a peace system on the Korean Peninsula.
