The Characteristics and Prospect of National Economic and Technological Development Zones in China: In comparison with Economic Special Zones

본 연구는 중국 국가급 경제기술개발구의 특성 및 문제점을 분석하고 향후 동향을 전망하는데 그 목적이 있다. 전국에 분포된 54개 개발구의 정책 및 관리체제특성, 발전특성을 도입기, 전환기, 확산기 등 3단계로 구분 파악하고, 이를 동남연해지역에 국한된 5개 경제특구와 비교분석한 결과, 개발구는 경제특구보다 훨씬 광범위한 지역에서 오랜 기간에 걸쳐 발전하였으며 외자유치와 지역경제발전성과를 전국에 확산시키는 전략기지 역할을 수행한 것으로 판명되었다. 아직 법적 지위의 불명확, 양적과잉과 질적부실, 입주기업간 및 개발구간 유기적 연계 미흡 등의 문제점을 노정하고 있는 개발구는 중국의 WTO가입 이후 역사적 사명을 완수했다고 평가되는 경제특구와는 달리, 향후에도 지역균형개발전략 차원에서 중⋅서부지역 특히 동북지역에 역점을 두는 방향으로 발전할 것이며 제도의 정비와 관리체제 혁신 등 개발구 자체의 경쟁력 강화와 개발구간 협력체제 구축을 통한 개발구 발전의 새로운 전기 마련을 모색할 것으로 전망된다.

The present study purposed to analyze the characteristics of National Economic and Technological Development zones (ETDZs) in China, identify problems in them, and forecast their future. For these purposes, this study examined the characteristics of the policies, management system and development of 54 ETDZs distributed throughout the country, dividing the development process into the stages of introduction, transition and expansion, and compared them with five Economic Special Zones (ESZs) confined in the east and south coastal regions. According to the result, ETDZs have been developed in much more extensive areas and for a longer period than ESZs and have played their roles as channels for attracting foreign capitals and as strategic bases for expanding the outcomes of local economic development nationwide. Nevertheless, many problems are observed in ETDZs including ambiguous legal status, quantitative surplus and qualitative deficiency, lack of organic connection among the zones and among companies within each zone. Different from ESZs, the historical mission of which is considered to have already been over with China’s joining in WTO, ETDZs are expected to continue its growth, emphasizing the development of the relatively underdeveloped central and western regions particularly the northeastern area of the regions as a part of strategies for balanced local development. ETDZs are expected to look for new turning points of development through strengthening their competitiveness by improving systems and reforming management in accord with global trade standards as well as through establishing cooperation system among ETDZs.
