중국 세계일류대학계획의 추진현황과 전망

The Current Situation and Prospect of the Project for Worldwide Prestigious Universities

세계일류대학계획은 중국이 고등교육개혁을 목적으로 역량을 집중하고 있는 국책사업이다. 후진타오(胡錦濤) 체제로의 전환과 지방정부, 소수민족, 대학간의 마찰 등으로 인해 아직까지 명확한 실체는 공개하고 있지 않지만, 세계일류대학계획은 현재 진행 중인 고등교육개혁의 핵심사업이라고 할 수 있다. 특히 이 계획은 국제사회로부터 폐쇄성을 비판받았던 중국이 교육개방을 통해 원만하게 국제사회에 진입할 수 있는지를 가늠할 수 있는 척도라고 할 수 있다. 반공개(半公開)의 원칙으로 추진하고 있는 중국의 세계일류대학계획은 211, 985공정을 계승하면서, WTO 체제에 이르러 보다 구체적으로 심화되었다. 본 고는 논의과정과 사회적 배경을 검토하면서 대학간의 이해관계, 교육적 불균형 등을 극복하고 비교적 원만하게 세계일류대학계획을 추진하고 있는 중국교육부의 정책을 조명하였다. 이 과정에서 문헌조사법을 중심으로 중국교육부의 공식, 비공식 문건을 참고하였으나 공개를 꺼려하는 중국의 특수성을 인정하여 필요에 따라 담당공무원, 교육전문가와의 인터뷰, 전화문의, 서신교환 등의 방법도 취하였다. 본 고는 중국의 세계일류대학정책을 통해 WTO 체제에 대한 교육적 논의가 활발한 우리의 현실적인 선례를 찾고자 했다. 특히 세계적인 대학을 기다리는 것이 아니라 과감한 투자와 지원으로 성장시키고자 노력하는 자세와 복잡한 정세 속에서도 스스로의 원칙을 계획하고 지켜나가는 중국의 모습은 우리에게 시사하는 바가 클 것이다.

The Higher Education Reform progressed since 1995 in China, passing through 211 Projects and 985 Projects, entered upon a new phase. Since the beginning of the 21st century, it has been insisted that China should be adopted to the international and global times. This assertion finally was integrated to the Project for Worldwide Prestigious Universities based on the overall radical reform of the Higher Education Reform under WTO system. Researching the Project for Worldwide Prestigious Universities promoted by half-public principle, this study procured and referred to both official and unofficial documents of Chinese Ministry of Education by philological method. Considering the distinctiveness of Chinese government that is reluctant to open the national policy to public, this study also took the methods of phone calling, writing letters, interviewing with public servants and experts in charge of the Project, and so on. This paper intended to compare Chinese Higher Education Reform policy in 21st century with Korean one by analyzing the background, process, prospect and suggestion of the Project for Worldwide Prestigious Universities.
