Eastern Enlargement of the EU and Korean Economy

본 연구의 목적은 2004월 5월 1일 체코, 키프러스, 에스토니아, 헝가리, 라트비아, 리투아니아, 몰타, 폴란드, 슬로바키아 및 슬로베니아 등 10개국이 신규회원으로 가입하게 됨으로써, EU의 기존 15개국 경제뿐만 아니라 신규가입국에 어떠한 경제적 파급효과를 가져올 것인가를 분석하고, 더욱이 EU의 동구확대가 한국경제에 미치게 될 영향을 정략적으로 분석하는 한편, EU의 동구확대가 우리나라 경제에 미치게 될 부정적 파급효과에 대처하기 위한 수단으로 제기되고 있는 “한국과 EU간 자유무역협정”의 경제적 파급효과를 분석하는 것이다. 분석방법으로는 CGE모형을 이용하였으며, 앞에서 언급한 경제적 파급효과를 EU의 기존 15개국, 10개 신규가입국 및 한국경제의 거시적 효과(실질GDP, 후생수준, 총수출, 총수입, 국제수지, 교역조건 등)와 미시적 효과(산업별 생산, 부가가치, 수출, 수입 등)로 나누어 분석하였다.

As the Czech Republic, Cyprus, Estonia, Latvia, Lithuania, Hungary, Malta, Poland, Slovenia and Slovakia joined the EU on 1 May 2004, it is needed to analyze the potential economic impact of their accession to the Union on the Korean economy as well as the economies of the enlarged Union. In addition, a Korea-EU Free Trade Agreement (FTA) is suggested as a countermeasure to alleviate the negative effects of the Eastern enlargement of the EU on the Korean economy. With this backdrop, the objectives of this study are to conduct a quantitative assessment of the potential economic impact of the accession of ten new member states on the Korean economy as well as on the economies of 15 old members and 10 new members, and to quantify the potential economic effects of a Korea-EU FTA on the Korean economy as well as on the economies of 15 old members and 10 new member. The method of this study is a multi-region, multi-sector Computable General Equilibrium (CGE) Model. Simulation results are expressed in terms of macroeconomic variables such as real GDP, equivalent variation (EV) as a measure of welfare, total exports and imports, trade balance, and terms of trade as well as microeconomic ones such as sectoral exports and imports, industry output and value-added by sector.
