한국의 역대 정부 가운데 상대적으로 민주주의를 더 강조하는 정부일수록 민주적이지 않은 북한과의 협력을 강조하는 것은 역설적이다. 민주주의가 대외 관계에 어떤 영향을 주고 어떤 영향을 받는지에 관한선행 연구는 한국의 민주적 정부가 취해야 할 외교 통일 정책의 방향을제시한다. 민주주의가 자국의 평화나 타국의 민주화에 도움 된다고 하더라도 그 효과는 상황에 따라 다르다. 민주 정부는 독재 정부와 달리다수 유권자를 만족시키려 한다는 사실에 기초한 구체적인 선행 발견들은 다음과 같다. 먼저, 민주 국가는 거의 서로 싸우지 않는다. 다른 민주 국가와의 분쟁을 평화적으로 해결하려고 한다. 그렇다고 민주 국가가 전혀 싸우지 않는 것은 아니다. 비민주 국가를 공개적으로 경고하여굴복시키기도 한다. 왜냐하면 자신의 대외 경고를 실천하지 않으면 재선 실패 등 치러야 할 비용이 만만치 않는 민주 국가 지도자는 대외 경고를 실천하려고 하고 이를 비민주 국가 지도자가 인지하기 때문이다. 민주 국가는 전쟁을 선제적으로 개시하기도 하며, 또 전쟁에서 비민주국가보다 더 높은 승률로 이기기도 한다. 왜냐하면 민주 국가는 비민주국가보다 더 선별적으로 전쟁에 참가하고 또 전쟁 시 더 많은 노력을투입하기 때문이다. 민주주의의 확산은 평화를 위해서도 바람직한 것이다. 그렇지만 민주화가 외부 민주 국가의 관여로 늘 촉진되는 것은 아니다. 민주 국가의 군사적 개입이나 경제적 원조는 현지 국가의 민주화를 오히려 저해시켰다. 현지국의 민주화에 도움 되는 정책이어야 궁극적으로 평화에도 도움 된다. 남북한 및 주변국들의 민주주의를 증진시키는 외교 통일 정책이어야 한다.
Ironically, the more value a South Korean government sets on democracy, the more likely it is to cooperate with autocracies such as North Korea. Foreign policies of democracies need to be based on correct causal relationships between democracy and foreign affairs. Democratic governments, here, is defined to rely on a larger coalition of supports whereas autocratic governments rely on a smaller coalition. Democracy may contribute to peace with other nations as well as their democratization. The contribution depends on its specific situation. Some empirical findings on the relationship between democracy and foreign affairs are the following. First, democracies rarely have wars against each other. They tend to reach peaceful settlements when disputes arise with other democracies. Democracies, however, have wars against nondemocracies with considerable regularity. They are more likely to initiate wars against autocracies than autocracies are to initiate wars against democracies. Democracies also overwhelmingly emerge victorious in war. This is because democratic governments fight wars more selectively and try harder to win. Furthermore, since democratic leaders suffer if they fail to execute their pronouncements, international threats from democrats are more likely to be carried out. As a result, rivals usually back down when faced with such threat. Moreover, diffusion of democracy may contribute to peace. Democratization, however, is not always promoted by foreign democracies. Most military intervention and economic aid by foreign democracies have worked as a hinderance to the democratization of local countries. Only when foreign democrats truly promote the diffusion of democratization may their cooperation finally contribute to peace. Thus, foreign policies should be implemented in order to enhance the level of democracy in Northeast Asian countries.
