中國의 對韓國 反덤핑提訴의 戰略的 效果에 관한 硏究

A Study on the Strategic Effect of China's Antidumping Petitions to Korea Export Firms

본 논문은 WTO 가입을 계기로 급격히 증가하고 있는 중국의 반덤핑제소가 被提訴國인 우리나라와 제3국의 對中 수입에 미치는 효과를 실증적으로 분석하여 對中國 수출기업에 대한 시사점을 도출하는데 목적을 두고 있다. 수집된 데이터의 통계적인 처리는 ‘SPSSwin Ver. 10.01’ 통계 패키지를 사용하였다. 본 연구의 결과를 요약하면 다음과 같다. 중국 반덤핑제소의 전략적효과에 대한 실증분석 결과, 우리나라를 포함한 피제소국의 對中國 輸入은 감소한 반면 同 기간內 제3국의 對中國 輸入은 대폭 증가하여 반덤핑제소 以後 오히려 산업전체의 수입이 증가하는 현상이 발생되고 있는 것으로 분석되었다. 즉 위협효과보다 무역전환효과가 더욱 크게 나타난 것으로 분석할 수 있으며 이로 인하여 무역규제효과가 상쇄된 것으로 분석되었다. 이는 중국전체 산업차원에서는 반덤핑제소로 인한 수입규제효과가 효율적으로 나타나지 않았음을 의미한다. 결과적으로 韓․中간의 보복적인 반덤핑관세의 부과는 국내가격을 상승시켜 국민경제 전체적으로 후생을 감소시키는 요인이 된다는 점과 그간 한국과 중국이 반덤핑제소의 최대 피해국이라는 점에서 인식을 같이하여 韓․中간의 반덤핑협정을 체결하기 위한 兩國 정부차원의 論議가 절실히 요구된다.

This dissertation aims at presenting the policies for the companies to enter the Chinese market by analyzing the effect of the antidumping petitions of Chinese market on the petitioned Korean firms and non-petitioned countries which have been increased in number since China's entry into the WTO. he collected statistical data is analyzed by ‘SPSS Win Ver. 10.01' and the verification of hypotheses through Paired-Samples T Test. Summary of this study is the empirical analysis on the strategic effect of the China's antidumping petition, import of the petitioned countries(including Korean forms) from China has been decreased but import of the non-petitioned countries has greatly been increased in the same period, which resulted in the overall import increase since the antidumping petition. As a result, China and Korea should have an active meeting for establishing the antidumping agreement under the understanding that China and Korea may be injured by the antidumping petition.
