문재인 정부가 가장 시급하게 해결하여야 할 사안은 한중관계의 복원이라고 볼 수 있을 정도로 한중은 최악의 관계로 치닫고 있다. 최근한국을 둘러쌓고 있는 동북아 환경은 우리에게 불리하게 돌아가고 있다는 점에서 한중관계의 실질적인 전략적협력동반자 관계를 지속한다는것은 중요한 의미를 내포하고 있다고 볼 수 있다. 한중관계의 갈등 원인은 바로 사드배치 결정이었다는 것은 주지의 사실이며, 사드배치에대한 한중의 인식적 격차를 해소하지 않고서는 문제를 해결할 수 없는것이 한중관계의 현주소이다. 특히 중국은 사드배치 철회이외는 수용할수 없다는 주장으로 일관하고 있어, 한중관계의 복원에는 요원함이 없지 않다는 것이 작금의 상황이다. 문재인 정부는 대화를 통한 갈등극복을 희망하고 있고, 사드배치 결정은 한국의 안보를 위한 불가항력적 조치라고 설득하고 있으나, 중국은 미국의 MD전략에 동참했다는 측면에서 한국의 해명을 들으려 하지 않고 있다. 한중관계는 양국간의 문제가아니라 미국과 동북아 주변국들과 연계되어 있는 복합적 이슈인 동시에현재 진행 중인 사안이기에 신정부의 대중국 정책의 방향과 과제에 대한 접근은 객관적인 사실을 중심으로 주관적인 추론에 의존할 수밖에없는 한계를 가지고 있다.

The cause of the conflict between Korea and China is THAAD placement decision, and overcoming the cognitive gap between Korea and China on THAAD placement can solve the problem. Especially, since China is claiming that it can not accept other than THAAD batch withdrawal, the cooperation relationship between Korea and China is negative. Moon Jae-in Government is hoping to resolve the issue through dialogue, and persuades THAAD's decision to deploy it for South Korea's security. However, China is opposed to the fact that South Korea participated in the US MD strategy. The relationship between Korea and China is a complex issue of the US and Northeast Asian countries, as well as an ongoing theme. Therefore, the approach to the Direction and Challenges of the Moon Jae-In Government's China Policy has a limitation that it relies on subjective reasoning based on objective facts.
