‘제 3의 길’ 복지정책과 영국복지국가의 변화

‘The Third Way' Welfare Policy and the Changes in the British Welfare State'

그 대중적인 인기에도 불구하고 영국 신노동당의 ‘제 3의 길’ 정치는 전통적인 좌파에게 그다지 환영받지 못하고 있다. 좌파에 따르면, 사회민주주의의 최고의 가치인 결과의 평등보다 개인의 자유와 기회의 평등을 더 중시하고, 시장의 정당성과 공평성을 인정하며, 시민생활에 대한 국가의 개입을 통제하려고 한다는 점에서 ‘제 3의 길’은 더 이상 사회민주주의가 아니라 신자유주의의 아류라고 한다. 본 논문의 목적은 ‘제 3의 길’에 따른 정책 추진의 결과 복지국가에 어떤 변화가 발생하고 있는가를 검토하고, 이를 통해서 ‘제 3의 길’의 성격에 대한 객관적인 평가를 내리는 데 있다. 이와 같이 복지문제에 초점을 맞추는 이유는 한편으로는 복지국가 개혁의 문제가 ‘제 3의 길’이 제시하는 다양한 정책들 가운데서 가장 핵심적인 지위를 차지하고 있기 때문이고, 다른 한편으로는 좌파와 우파의 차이는 현존하는 복지국가의 존립과 변화에 대한 견해의 차이로 환원될 수 있기 때문이다. 본 논문의 핵심적인 주장은 '제 3의 길'이 이념적인 차원에서는 전통적인 사회민주주의에서 벗어나 신자유주의에 가까워졌기는 했지만 적어도 현실적인 복지정책의 차원에서 볼 때 신자유주의와 동일시될 수는 없다는 것이다. 그것은 '제 3의 길'이 신자유주의와는 달리 사회보장제도의 완전민영화라든지 최소한의 사회안전망으로의 축소를 주장하지 않으며 실제로도 신노동당이 보편적 성격의 사회보장제도를 확대하는 정책을 추진해 왔기 때문이다.

New Left regards the 'Third Way' politics as a variant of Neo-Liberalism. Its critiques are that the 'Third Way' prioritizes individual freedom and the equality of opportunity over the equality of consequences, which has been the number one value for social democracy, and that it legitimatizes the free market in attempting to reduce state intervention in social life. This article aims to evaluate the political character of the 'Third Way', based upon the examination of the changes in the British welfare state after the implementation of the 'Third Way' politics. The reasons are that welfare state reform is at the core of the 'Third Way' politics and that a fundamental difference between the left and the right lies in the view on the existing universal welfare state. This article argues that, from the viewpoint of welfare policy, the 'Third Way' cannot be identified with Neo-Liberalism, even though it gets closer to Neo-Liberalism by denying the major principles of social democracy. It is because the 'Third Way', contrary to Neo-Liberalism, does not argue for the privatization of social security or for the reduction of social welfare system into a minimal social safety-net, as well as because the New Labour has expanded the share of social insurances and universal programs among the social security system.
