중*동부 유럽에서 FDI의 역할과 결정요인에 대한 연구

The Role of FDI and its Determinants in Central and Eastern European Countries

본 논문에서는 전통적 관점에서 중․동부유럽에서의 FDI의 결정요인과 이들 지역의 발전에 있어서 FDI의 중요성을 다루고자 한다. 따라서 먼저 FDI가 경제에서 가지는 중요한 역할에 대해 기술한 다음 FDI의 결정요인을 투자국과 현지국가로 나누어서 관찰한다. 상기 지역에서 외국인 투자를 유치하는데 중요한 영향력을 행사하는 상대노동가격(낮은 단위 노동가격과 전체 노동력에 대비한 기술노동력의 비율)과 시장 잠재력(지역 시장 규모와 EU시장으로의 접근의 용이성)과 같은 전통적 관점에서의 FDI의 결정요인을 분석한다. 뿐만 아니라, 이행기 경제에 있어서 거시경제 안정화에 대한 초기의 여건과 국가의 위험도와 같은 특별한 요소들의 중․동부유럽에서 FDI를 결정하는 주요한 역할 수행 여부를 조사한다. 우리는 각 개별 국가들의 경제발전의 단계가 상이할 때, 경제적 상황의 차이가 해외투자에 대한 주요한 요소가 된다는 점을 제시한다.

This paper aims to explore the impact of FDI on Central and Eastern European Countries (CEECs) and its implications for the region. Recognizing the important role of FDI in CEECs, it is suggested that FDI is an important source of financing for transition economies since it helps to cover the current account deficit, fiscal deficit, and supplement inadequate domestic resources to finance both ownership change and capital formation. Owing to large amounts of FDI inflows into CEECs, it can bring new methods of organization of business, new technologies, and a powerful influence on the buildup of financial, regulatory and other institutions. Furthermore, it can help establish the financial discipline which is crucial for the effective functioning of a market economy. We also confirm that the different circumstances of economy among countries are important factors for the FDI inflows into host countries when countries differ in their level of development. Therefore, this paper deals with the different process of FDI development among countries separated with distinguishable two broad groups of CEECs by looking into past and present situation of FDI in the region.
