북한의 양성평등은 향후 남북한 통합과정에서 사회통합의 중요한 장애요인으로 작용할 가능성이 적지 않다. 상이한 이념과 체제하에서 장기간 생활했던 남북한은 현실생활에서 각각의 고유한 젠더(gender) 인식을 보편적인 생활양식으로 제시할 경우 통일한국 주민들의 사회통합은 요원할 것이다. 전통적인 가부장적 권위사회와 사회주의의 마초이즘(machoism)이 복합적으로 결합된 북한 주민의 남성우위 인식은 남한국민들과 심각한 갈등을 야기할 가능성이 적지 않다. 본 연구는 남북한의 양성평등의 간극을 좁히는 것이 통일한국의 사회통합에 바람직하다는 문제의식에서 출발했다. 본 연구는 미래 한반도의 사회통합에 대비하는 차원에서 북한의 양성평등 실태와 의식을 실증적으로 조사하고 대응책을 제시하고자 한다. 탈북여성 대상의 조사결과는 북한 사회에 가부장적인 사고방식이 만연되었고 고정화되었다는 사실을 확인시켜준다. 경제난 여성의 경제활동 증가가 양성평등 실현으로 연계되지 못한다. 역설적으로 경제난 속에서 여성의 슈퍼우먼 증후군만이 강조되고 있다. 설문조사 결과 북한에서 양성평등이 잘 안 지켜지는 이유는 주로 ‘남성들의 가부장적 문화’와 ‘법률이나 규정이 형식적이기 때문’으로 나타나, 향후 통일한국에서 북한과 남한의 통합을 위해 가부장적인 의식을 개선하고 실질적인 법률이나 규정을 제정해야 할 필요성을 도출할 수 있다.
Gender equality in North Korea is likely to be a major obstacle to social integration in the process of unification of the two Koreas. The two Koreas, who have lived for a long time under different ideologies and regimes, will suffer from heterogenous natures resulting from their unique gender awareness in the real life as a universal lifestyle. The perception of the male dominance of the North Korean people who have both a senses of traditional patriarchal authority society and socialism machoism, is likely to cause serious conflict with South Koreans. This study is based on the idea that it is desirable to narrow the gap of gender equality between the two Koreas. The purpose of this study is to prepare for future social integration of the Korean Peninsula. We empirically investigate the actual situation and consciousness, and present a countermeasure at the policy level. The survey of the North Korean defectors confirms that the patriarchal way of thinking is prevalent and immobilized in North Korean society. Women's growing role in economic activities can not be linked to the realization of gender equality. Paradoxically, in the economic difficulties, only the superwoman syndrome are emphasized. According to the results of the survey, gender equality is not maintained in North Korea mainly because of patriarchal culture of men and perfunctory law and regulation. Therefore, it is necessary to improve the patriarchal consciousness of North Korean for the unified Korea, and establish practical laws or regulations for the enforcement of true gender equality
