본 연구의 목적은 북한의 가중되는 핵위협의 실체를 분석하고 이에대처하기 위한 우리의 안보전략을 모색, 제시하는 데 있다. 북한은2006년 제1차 핵실험을 시작으로 현재까지 5차에 걸친 핵실험을 통하여 핵무기의 소형화․경량화․다종화를 이룩하는 등 그 능력을 고도화하였을 뿐만 아니라, 이를 운반하기 위하여 스커드․노동․KN-02․무수단 등의 미사일을 지속적으로 발전시키고, SLBM까지 발사함으로써한국안보를 크게 위협하고 있다. 이러한 북한의 핵위협에 대처하기 위한 한국의 대응전략은 다음과 같다. 먼저 국제적 차원에서는 기존의 유엔 대북제재를 더욱 실효성 있게 강화시켜야 하며, 한․미 동맹을 통한확장억제력을 확실히 확보하고, 한․중 전략대화를 통하여 중국의 보다적극적인 대북제재 참여를 유도해야 한다. 이와 함께 국내적 차원에서는 기존의 킬체인(Kill Chain)과 KAMD 계획을 북한의 핵능력 고도화에 대응할 수 있도록 수정, 보강하여 조속히 구축하고, 장기적 차원에서는 핵억제에 있어서 가장 유효한 자체 핵무장도 진지하게 검토, 준비하여야 한다. 또한 북핵의 대응전략 추진과 관련한 국론분열을 극복하고, 국가안보의 정신전력도 강화하여야 한다. 이러한 강력한 대북 억제력의 토대위에서 남북대화를 병행함으로써 북핵 위기를 안정적으로관리하면서 장기적으로는 북핵을 폐기시켜야 할 것이다.
The purpose of this paper is to analyze North Korea’s nuclear threats and try to find our counter-strategies for national security. North Korea has conducted five nuclear tests so far and a series of long-range missile or rocket launches since 1998. As a result of these nuclear test, North Korea has developed nuclear weapon rapidly, and it is a great threat to our security. Therefore we should try to look for counter-strategies as follows: In international dimension, the United Nations sanctions against North Korea should be strengthened, and US extended deterrence by the ROK-US alliance should be guaranteed firmly. In domestic dimension, The “Kill Chain” and KAMD(Korea Air and Missile Defense) program should be amended and supplemented to defend North Korea’s nuclear attack. In the long term, our nuclear armament to counter North Korea’s nuclear threats need to be reviewed. And at the same time, national schism on security strategy should be overcomed, and the spiritual combat power should be reinforced.
