Restrictions have hindered an economic collaboration between South Korea and China despite Northeast Asia regional FTAs (Free Trade Agreements). To overcome this problem, South Korea and China should establish free trade zones through which they can integrate each others economy. These free trade zones should be located in close proximity to each other, and also in a place of potential growth. For China, JheJang Province provides the ideal location as it is in the Shanghai region: a key area for future economic growth in China. The Shanghai region is also desirable since an increasing number of South Korean businesses are investing into Shanghai. Consequentially, South Korea's free trade zone should be established in Chonnam Province, which is within the closest distance to Shanghai from Korea. In addition, Chonnam Province has an open city for foreign investment--free trade zone--an area authorized by the Korean government for export manufacture and free trade. JheJang Province has an open city--free trade zone--as well, where the same authorizations apply. Not only that, but the economic structures of the two regions complement each other as well, making it profitable for both local governments, which in turn could enable the collaboration to bear fruit in a relatively short time.
