The emergent economic policy prior to the World War I of Sachsen-Kingdom, which was one of the federal government in the German Empire is analyzed. This paper particularly focus on the economic situation of Sachsen-Kingdom. The economy of Sachsen-Kingdom has rapidly fallen into stagnancy relatively to other federal governments in the German Empire since the Balkan-Crisis in 1913. For such reasons, the Sachsen-industry took great interest in establishing countermeasures for the national economic stabilization against the urgent economic problems. However the economic policy initiated by the German Federal Government had shown various problems. First of all, the transportation of coal and food was one of the main problems. The planning, mediation and execution of transportation was unified by the General Headquarters of German Military which was under the command of German Federal Government. This was a large obstruction in reflecting the profits and characteristics of Sachsen-Kingdom. Secondly, the conflicts between the German department in charge and the industrial world has occurred in focus of the business continuance during the labor mobilization in the war. These kind of problems broke out due to the lack of effective economic systems and counter-plans. The business groups in Sachsen-Kingdom considered that the countermeasures for the national economic stabilization were insufficient. The establishment of economic consultative committee that can generally connect the private, government and military economy was demanded. It is needless to say that there was hope for this committee to speak for the profits of Sachsen-Industry. However this plan failed due to the objection taken from the German Department of Interiors. The Sachsen-Kingdom made no efforts to stabilize the economy before the World War I has occurred. In addition, the German Federal Government also did not reflect or consider the regional specialities of Sachsen-Kingdom. The government even enforced unnatural economic polices based on the central government. These were the main problems in preparing the economic stabilization of Sachsen-Kingdom before the World War I has started.
