This paper draw attention to the value of the past endeavours under the European Cultural Convention, giving the Council of Europe a key position in European cultural co-operation. The Council of Europe has 43 member states and 5 observers. Safeguarding European culture, the institution has become fully pan-European. The European Union, whose responsibilities in this field are of recent origin, stressed the importance of co-operation between the European Union and the Council of Europe. The role which the council of Europe must continue to perform was explicitly embodied in Article 128 of the Treaty of Maastricht. Alongside its traditional role in monitoring and discussing developments, defending cultural values and acting as a laboratory for new ideas, the Council of Europe lanched activities to develop democratic cultural policies based upon respect for the principles: identities, diversity and participation amongst countries in central and South-East Europe. Finally, the Council's achievements provide a great deal of inspiration for its continued work, a different kind of enlargement to promote a common cultural identity, rich in its diversity.
