The Mekong River is the longest river in Southeast Asia and a plan for developing the Mekong River has been implemented since 1957 because of its potential for growth through the regional cooperation. The plan is considered as an example of the longest standing regional cooperation. The purpose of the study is to analyze tentative results of the cooperation for the development. First, an analytical framework after examining the theoretical discussion of the concept of regional cooperation will be presented. Second, the regional identity and a need for the regional cooperation will be reviewed. Third, the study will analyze examples of the regional cooperation after an appraisal of the organization and functions of the Mekong Regional Organization is made. Finally, it will review the effects and the role of exogenous factors.
