국제노동이동과 외국인 노동자 문제

In this thesis, theoretical and policy-oriented aspects of international labor migration and foreign laborer problems were discussed. The factors causing international labor migration and its theoretical models were proposed explicitly through the theoretical perspective on international labor migration. Moreover, realistic problems were reviewed focused on the influences of importing a foreign labor force in a domestic labor market and the precedent for importing foreign labor force in developed countries, like America, Ex-West Germany, and Japan. Concerning our country's current institutional problems of importing foreign labor force and a future policy direction, especially, the task of introducing an 'Labor Certification System', was pointed out. If the import of foreign laborers threatens our country's employment, a new social cost will arise. Therefore, in this thesis, the influence of international labor force migration on the countries concerned and that of importing foreign laborer on domestic economy and labor market were discussed in priority and it is emphasized that the employment of domestic laborers should be preceded within a 'Labor Certification System' like western developed countries.
