Since 1990, as Korea and Russia established formal diplomatic ties, the relations between the two countries has been increasing in diverse fields. But there are pending questions between the two countries, one of them ; the problems of the Sakhalin Korean. As already noted, during the World War Ⅱ period of 1939-1945, forced migration of Koreans into Japan and several other Japanese outposts took place. This study is a case analysis with an economic historical perspective on the migration and labor of the Sakhalin Koreans. And the purpose of this paper is to inquire into the origins of the problem of the Sakhalin Koreans. On the basis of this research, I aim at investigating the process of the mobilization by Japanese coal mines and government-guided mobilization and their working, living conditions of the enforcedly migrated Korean laborers in Sakhalin(1939-1945).
