International functional organizations have been conceived as non-political actors in the field of international politics. After the post-cold war era, however, the focus of international politics shifted from high politics such as security and military issues to low politics such as human rights, poverty, and environment. These new issues are mainly undertaken by the international functional organizations. Taking into consideration the increasing importance of the organizations, the political analysis of the organization is now one of the significant research themes. This research focuses on the theoretical basis of the political analysis in two aspects. First, it develops a new definition of politics and power, which allows for the political analysis of international functional organizations. Second, it states five political functions of these organizations.
