한반도 통일이 이루어진다면, 통일의 기본전제는 대한민국 주도 하에평화적으로 실현되고, 자유민주주의와 시장경제체제를 계승하고 유지해야 한다는 것이다. 그러기 위해서는 남북한 체제통합을 성공적으로 추진하고, 통일 한국에서 발생되는 여러 문제점을 적극적으로 해결하며, 통일로 인해 발생하는 행정수요를 ‘효과적’이며 ‘효율적’으로 충족할 수있는 ‘능력 있는 통일정부’의 조직체계를 구축하여야 한다. 이러한 맥락에서 본 연구는 통일 이후 체제통합의 과제를 추진하기 위한 중앙정부조직 체계의 구축 방안을 모색하고자 하였다. 구체적으로는 첫째, 다양한 부문에서 복잡하게 전개될 체제통합 거버넌스의 효과적 중심기구(control tower)를 설계하고, 둘째, 현재의 남한 중앙정부조직을 중심으로 체제통합의 행정수요를 수용하기 위한 조직의 확대 개편방안을 도출하였으며, 셋째, 통일한국의 수도문제와 정부청사의 지리적 위치에대한 방안을 제시하였다. 이와 같은 연구목적을 달성하기 위하여 본 연구에서는 동서독 통일 이후 통일 독일 정부조직체계 구축 사례를 분석하여 그 시사점을 참조하였다. 또한 본 연구에서는 조직 및 인사 관련공무원들을 대상으로 설문조사를 실시하여 행정의 실무자들의 인식을반영하였다.
In case of the unification of Korean peninsula will be accomplished, the basic precondition for the unification should be that it happens in a peaceful way under the leading role of korea and democracy and capitalistic economy system should be succeeded and maintained. For that, we have to make up organizational structure of unified korean government that in the course of unification will carry out successful integration, solve out a lot of problems actively and satisfy public demands with efficiency and effectiveness. In this context, we designed the organizational structure of unified korean government in order to carry out the system integration between South and North Korea effectively. Concretely first, we designed the control tower of unified Korean government in the governance network for the integration of structure. Secondly, we drew a conclusion how to reshuffle the organizational structure of Korean government to carry out public demands which will increase in the period of unification. Third, we suggested the location of capital and government office buildings after unification of Korean peninsula. To accomplish these purposes of research, we studied the case of the governmental construction of Unified Germany, carried out a survey of civil servants in charge of organization and personnel, and referred their opinions from hands-on experience.
