우리의 통일정책을 둘러싸고 전개되어 온 남남갈등은 통일문제의 해결을 어렵게 할 뿐만 아니라, 경우에 따라서는 북한과 외부 강대국에악용되기도 하였다. 따라서 평화통일의 기반을 구축하기 위하여 무엇보다 중요한 것은 통일정책에 대한 정치적․이념적․지역적․세대 간 대립과 분열을 극복하고 국민적 합의를 형성하는 것이다. 다행스럽게도박근혜 정부는 이러한 점들을 정확히 인식하고 있으며, 이를 위하여 통일정책의 핵심개념인 ‘한반도 신뢰프로세스’를 중심으로 국민적 신뢰와공감대 형성에 노력하는 한편, 국민대통합위원회와 통일준비위원회를통하여 국민통합을 바탕으로 통일기반을 구축하고자 한다. 그러나 이러한 박근혜 정부의 정책이 소기의 성과를 거두기 위해서는 첫째, 국민통합에 대한 올바른 이해를 통하여 통합의 정체성(identity)을 확립하여야 하며, 둘째, 대한민국이라는 공동체 설립의 기반이 되고 있는 자유민주주의 가치관을 내면화시키는 정책적․교육적 노력이 필요하고, 셋째, 통일문제를 정쟁으로부터 해방시켜 국가와 민족의 이익이라는 관점에서 합리적인 전략이 모색되어야 한다. 넷째, 국민통합에 필요한 제도적 장치의 정비 및 그 운영에 있어서 진정성이 확보되어야 한다. 마지막으로 남남갈등의 해소와 통일기반의 구축에 기여할 수 있는 올바른통일교육이 이루어져야 한다.
The South-South conflicts for unification policies have made more difficult to solve the problem of Korean peninsular. In this reason, the most important thing in building foundation for peaceful unification is to overcome political, ideological, regional and generational conflicts. Fortunately, ‘Trust-Building Process on the Korean Peninsula’, which is Park Geun-hye Adminstration's unification policy, in internal dimension is focused on the national cohesion. However, the success of the national cohesion is needed as follows: In the first, we have to understand the concept of cohesion correctly and to establish the identity of cohesion. Second, we should foster and internalize value for liberal democracy. Third, we have to seek rational strategies for Korean unification. Fourth, we should prepare institutional arrangements for national cohesion and manage them effectively. And finally, the education for Korean unification should be able to satisfy the needs of the national cohesion and the building foundation for peaceful unification.
