한국사회의 양극화 완화를 위한 복지정책 연구

The Research of Social welfare policy about the polarization of Korea - Suggestions for overcoming polarization of the labor and community-based care for the inner construction of the unification -

본 연구는 한국사회의 양극화에 대한 복지정책에 대한 연구로서 이행노동시장(transitional labour markets) 이론에 따른 고용활성화정책과 공동체주의의 확산을 위한 국가정책의 필요성을 논의하고 있다. 한국사회의 양극화는 소득, 지역, 주거, 교육, 성-연령 등 다양한 측면에서 복합적으로 추동되고 있다. 이들 전반에 대한 해결하기 위한 복지정책을 두 가지 측면에서 찾고 있다. 하나는 이행노동시장 이론에 따른인적자원 개발향상을 고용활성화정책을 통해 한국사회가 직면한 노동시장문제, 소득창출 문제를 완화하는 것이다. 다른 하나는 공동체주의의확산정책을 통해 공정성과 기회균등을 강화하며, 국민내부의 균열과 갈등, 연대성의 약화를 해결하자는 것이다.

In this paper, to solve the polarization of the Korea Society for the study of welfare policy. Welfare policies are implemented according to the theory of labor market activation and employment should be made with the spread of communitarianism. Korea social disparity of income, region, housing, education, gender-and age appears a combination of various aspects of a stand. They solve for the overall welfare policy is looking at two aspects. One theory is implemented in accordance with the labor market to improve human resource development is carried out through the employment activation policies. Korea labor market issues facing society, income generation will be to alleviate the problem. The other is the spread of community care policies to enhance the fairness and equality of opportunity, and the people inside the crack and conflict, will be suggesting to fix the weakening of solidarity.
