우리나라 직불제 이행체계의 문제점 분석

An Analysis of the implementation process of the direct payment for rice paddy and the problems

학계를 비롯한 여러 분야에서 그동안 우리나라의 직접지불제에 대한 많은 문제들이 지적되어왔다. 그리고 최근에는 그동안의 논의와 성과를 바탕으로 직접지불제를 중심으로 농업개혁을 추진하고자 하는 시도가 적극적으로 이루어지고 있다. 그런데 지금까지의 직접지불제에 대한 지적과 연구 성과는 주로 정책의 효율성, 일관성, 효과 등 정책 자체의 개선에 초점을 두고 있었다. 직접지불제를 중심으로 농업개혁을 추진하는 데 있어서 직접지불제의 보완과 개선이 좀 더 효과적으로 이루어지기 위해서는 지금까지의 연구 결과와 더불어 직접지불제의 행정 및 시행 체계에 대한 검토가 필요하다. 특히 공익성을 강화하는 방향으로 직접지불제 개편 논의가 진행되는 상황에서 직접지불제 시행 체계에 대한 검토는 더욱 생산적인 결론을 이끌어내는 데 도움이 될 것이다.

Many problems related to direct payment policy have been pointed out, and in recent years, there has been an active movement to promote agricultural policy reforms centered on direct payments. However, these studies are often focused on improving the direct payment policy itself, such as efficiency, coherence, and effectiveness of the policy. In order to improve and complement the direct payment policy as the key policy of the agricultural reform, it is necessary to examine the administrative system of direct payment along with the results of these researches. Recently, many reform measures of agricultural direct payment system have been reviewed in order to strengthen the public interest nature of agriculture by analyzing the direct payment performance and problems. Looking at the current status, problems and improvement directions of the direct payment administrative system will help this review to reach more effective and productive conclusions.
