과거 제주섬 대부분 지역에서는 물이 부족하여 논농사를 짓기가 어려웠다. 그러나서귀포시 강정마을은 사시사철 흐르는 ‘큰내(강정천)’와 ‘아끈내(악근천)’가 있고, 크고작은 용천수가 솟아나서 논농사를 짓기에 천혜의 자연조건을 갖추고 있다. 그래서 강정마을은 ‘일강정’ 또는 ‘제일강정’이라는 별칭을 얻게 되었다. 강정에는 제주섬의 다른지역에서 찾기 힘든 물과 관련된 이야기들이 많다. 특히 강정(강정쌀)과 강정은어는강정마을 출신이면 누구나 자랑스러워하는 것들이다. 하지만 1980년대 후반부터 강정마을은 점점 쇠락하기 시작한다. 강정 취수장이 건설되고 지하수가 개발되면서 지하수를 너무 많이 뽑아 올리는 바람에 용천수의 용출량이 급격하게 줄고 쌀값이 폭락하면서 논농사가 경쟁력을 잃게 되었기 때문이다. 지금은 강정을 대표하던 강정과 강정은어도 이야기로만 남게 되었고, 논농사를 지으며 부르던 일노래도 한낱 가사로만 남아있다. 강정마을의 물 이야기들은 물이 부족하던 제주섬의 주요한 생태문화자산이면서 제주섬의 물 문화의 지평을 넓히는 데 한몫할 것이다. 이를 바탕으로 더 늦기 전에일강정의 옛 모습을 복원하여 생태박물관(Eco Museum)으로 만들어 나갈 필요가 있다. 물을 주제로 한 생태박물관은 일강정의 물 문화유산을 보존 전승하기 위한 기틀이되고, 지역 생산물을 이용하여 지역주민의 소득을 높이면서, 그동안 분열되었던 마을공동체를 복원해나가는 데도 크게 기여할 것이다.

Now, Gangjeong-Rice and Gangjeong-Sweetfish, which were representative of Gangjeong, are left only as stories, and the work songs that were sung while farming rice remain only as lyrics. The stories about water in Gangjeong Village are the main ecological and cultural heritage of Jeju Island, where water was scarce. Before it is too late, it is necessary to restore the old appearance of Gangjeong and make it an Eco Museum. The water-themed ecological museum will serve as a foundation for preserving and transmitting the water cultural heritage of Ilgangjeong, raising the income of local residents by using local products, and will greatly contribute to restoring the divided village community
